Countermeasures Research And Policy Analysis On The Industry-University-Research Collaborative Innovation In China

I-U-R collaborative innovation refers to enterprises collaborating with universities and scientific research institutions or research institutions to promote the deep integration of science technology and economic for improving collaborative innovation capability and performance of the collaborative innovation body under the rules of “benefit sharing,risk sharing,complementary advantages,common development”.Since reform and opening up,the government has enacted a series of I-U-R collaborative innovation policies,these policies plays an important role in optimizing resource allocation,solving technical problems and promoting economic development.Therefore,researches on the policies of I-U-R cooperative innovation not only provide references for the government making new policies but also put forward the effective suggestions to improve the current policy environment of collaborative innovation.The research object of this paper is the 1521 policies of I-U-R collaborative innovation enacted by the National People's Congress,the state council and the ministries from 1978 to 2015,firstly,studying the polices of I-U-R collaborative innovation based on the distribution of annual policies text,the distribution of policies text on the effectiveness level,the distribution of policies text on the publish body and the policies text of the issuing department.Secondly,studying the research results of scholars,combing the thoughts of Zegveld and Rothwell and the characteristics of I-U-R collaborative innovation activities themselves,this paper puts forward a two-dimensional model of policy analysis from the view of policy tools to explore the rationality of the existing policy system.According to the above research,designing the questionnaire based on the classification of the policies instrument,distributing,collecting and arranging those questionnaires,testing the validity and reliability of questionnaires,then,using the fuzzy comprehensive evaluation methods and entropy methods to evaluate the results of empirical analysis about the policies of I-U-R collaborative innovation.Lastly,comparing the quantitative results and empirical results of the policies of I-U-R collaborative innovation,according the difference of the quantitative results and empirical results of the policies,this paper puts forward some countermeasures to promote the I-U-R collaborativeinnovation,those measures can be listed as follows: the analysis on distributing of policies text,the quantitative analysis of policies content,the empirical analysis of policies,the supply policies,the environment polices and the demand policies.The innovation of this paper can be summarized as two aspects:(1)according to the scholars research determines the operational definition of policies instruments,adopting content analysis methods drawing the quantitative standard about the policies of I-U-R collaborative innovation,analyzing the industry-university-research collaborative innovation policy based on two dimensions of policy instruments and policy intensity.At last,quantitativing assignment the policies from the two sides of policy strength and policy effectiveness,reaching conclusions so as to deeply analyze the overflowing,insufficiently and so on of China's industry-university-research collaborative innovation policies in designing,organizing and structuring policy instruments.(2)Using the fuzzy comprehensive evaluation methods and entropy methods to evaluate the results of empirical analysis about the policies of I-U-R collaborative innovation,then,comparing the quantitative results and empirical results of the policies of I-U-R collaborative innovation,according the difference of the quantitative results and empirical results of the policies,finally,this paper puts forward some countermeasures to promote the I-U-R collaborative innovation.
