Quantitative Analysis Of Innovation Urban Consyruction Policy Texts

With the rapid changes brought about by economic globalization and the knowledge economy,innovation has become an inevitable choice under the new normal of China's economic development.China has successively put forward policies and measures to improve regional scientific and technological innovation capabilities in major cities in China,and strongly urges the improvement of regional innovation capabilities and the construction of innovative cities.However,with the expansion of the coverage of the pilot layout,the construction focus will inevitably be further focused.For example,how to build an innovative pilot city to seek development based on its own resources,how to enhance the independent innovation capability by optimizing the innovation environment,and how to develop an innovative urban development strategy is the most urgent problem facing the construction of innovative cities.This study takes 80 innovation policies from 61 innovative pilot cities from 2006 to 2017 as the research object,adopts the “class quantification” text analysis method,and draws on the grounded theory to analyze the policy of China's innovative urban construction policy text,main body,the year of policy promulgation,the policy content,the policy tool dimension and the innovation value chain dimension construct the policy text coding system.A more in-depth study of innovation policy is to construct a two-dimensional analysis framework by using the policy tool as the X-axis and the innovation value chain as the Y-axis.Through research,it is found that the coordination of China's innovative urban policy subjects is not high,still fully integrate the resource elements of various departments and break through administrative barriers to promote policy body synergy.Some of the policy contents are too macroscopic and abstract,lacking practicality,and still need to improve policy formulation and Guidance and operability of implementation;in the use of policy tools,supply-oriented policy tools are “overflowing”,demand-based policy tools are almost completely absent,and the driving and radiating nature of environmental and demand-based policy tools are emphasized;In the dimension of innovation value chain,government investment is mainly concentrated in the stage of scientific research and innovation,and the stage of knowledge innovation is relatively small.The government should properly allocate innovative resources and promote the coordinated development of innovation subjects.
