The Research Of Company’s Budget Credit Evaluation System

Budget is a system management method of company management.It allocates revenue,cost,manpower and other resources of company,it helps to control the implementation schedule of the revenue and the costs of spending.However with the market competition increasing,the growth rate of revenue and profit is slowing,the cost is increasing and the pressure of company is increasing,more and more problems have began to emerge,the budget slack is one of the problem of company.During the period of budget preparation and budget enforcement,in order to realize their own interests,the subordinate budget units use the information asymmetry between it and the higher unit to relax the standard budget.It results in budgetary slack,this phenomenon is not only hinder proper business judgment of the revenues and costs,it causes irrational distribution of resources.But also affects the level of budget management and the realization of business objectives.In order to solve the budget slack problem in budget management,this article references the thought of bank credit rating,puts forward a method to solve the problem of budgetary slack,it is the budget credit evaluation system.Firstly this article is based on the principal-agent theory,incentive theory and control theory,reading a lot of research materials from home and aboard,questionnaire survey,and combining the characteristics of enterprise development,it establishments a set of complete,comprehensive and rational index of budget credit evaluation system,uses Delphi method and AHP method to set index weight,calculates the index value and setting the appropriate level.Secondly,because of thinking the whole process from the budget,this article set up management measures of the budget credit evaluation system,it provides a strong guarantee for the implementation of the budget credit.Finally,combining the practical case to analyze the scientific and reasonable of budget credit,through practice tests,the budget credit evaluation system is operability,it play a certain role in solving budget management issues.This paper combines with previous scholars’ research of budget credit,add to the bank rating to business and personal,Moody’s standard,Poor’s and other credit rating agencies’ standard,it enriches and makes up for the shortcomings of previous scholars’ studies,it establishes a comprehensive,detailed and targeted budgets credit evaluation system,and used for the company of A,linking theory with practice for analysis.Base on the study,we find that budget credit evaluation system reduces the problem of budget slack and resources wasting,it promotes the rational,comprehensiveness and efficient allocation of corporate resources,and it provides some proven to the scientific and rationality of budget credit evaluation system,at the same time,it also contributed to budget units handle the business goals more seriously and more rigorous,it has some reference value for budget management.
