Research On Land Use Credit Evaluation Method

Land issue,has always been the core issue in Chinese history.Along with the reformation and perfection of land use system and program concepts,our urban land use is developing towards rationalization and efficiency.But due to the hysteresis of program,the differences of pursuing the concept of benefits and the imperfection of related evaluation system,there still exists lots of problems in land use,like the irrationality of land use structure,the low efficiency of land use,the illegal of occupying cultivated land and so on.To implement the demand Li Keqiang,prime minister made in central rural work conference “We should take advantage of satellite remote sensing as well as other techniques to conduct all-weather monitoring of cultivated land.”,adapt to the transformation of government function,strengthen supervision,discover and improve the problems met in the process of the land use,we need conduct credit evaluation research on land use status.This paper begins with analyzing the status of our country’s land use credit,narrating the background.Then on the basis of learning from research materials on relevant credit evaluation index system and credit evaluation method made by domestic and foreign scholars,this paper makes research on the foundation of index system and evaluation model with full consideration of the actual status of our country’s land use.In terms of founding index system,this paper takes the influence factors of land use status into full consideration.Surrounding the principles of establishing index system,this paper establishes the index system of land use credit evaluation from two aspects: qualitative indexes and quantitative indexes.Then according to the founded index system,this paper gathers relevant data from 25 sample sites.Moreover,this paper calculates to determine the index weight at all levels and verify the basic data of the chosen credit evaluation model by means of entropy weight method which is rather objective.Because of the complexity of land use credit issues,this paper selects the grey relation projection model and the fuzzy integral method to establish the credit evaluation model of land use.Through empirical analyzing of the sample data,this paper concludes the evaluation results.At last,this paper makes use of combination evaluation method to combine and analyze.By concrete implementation of land use credit evaluation,we have verified the feasibility and practicability of land use credit evaluation index and evaluation method.
