The Construction Of Western Regional Financial Center Of Silk Road Economic Belt

The western economy has reached a stage of rapid development,and the western economy is opening up to the outside world.The Silk Road economic belt construction starts.In order to play a role of the government and the market to configure resources to achieve sustained economic growth and the western and neighboring countries along the regional economic development,the government not only need to attach importance to policy support and overall planning,especially pay more attention to play the guiding role of the market,and actively promote the market-oriented construction.Finance plays a central role in regulating the allocation of resources in the development of the market.It is the forerunner of market construction.Therefore,the comprehensive development strategy of the financial industry is mentioned as a new height.In recent years,major cities,especially the capital cities have put forward the construction of regional financial center,the regional financial center as an inevitable result of economic development to promote the local economy,the regional financial center is a key indicator of the development of the regional financial center,which plays a strong role to local economy.Based on the study of a large number of domestic and foreign financial center research literature,this paper recognizes that domestic and foreign scholars have studied the financial center from the 80 s of last century to the present,especially the related theoretical research of financial center,which involves economics,finance,regional studies and other disciplines,and gradually formed to financial agglomeration,economies of scale,natural development theory and government guidance theory based on the theoretical results.In the process of the development of the theoretical system of the financial center,domestic and foreign economists have carried out a lot of theoretical research,and at the same time,it has made many different perspectives on the evaluation system of the evaluation of the competitiveness of the financial center.Unfortunately,it lacks a unified,scientific,authoritative index system.At present,domestic scholars are mostly concerned about the national financial center or international financial center research object,and for the western city financial center construction research work has just begun,the result is not the formation of scarcity of the system.Based on the analysis of the existing literature,according to the actual situation of the development of the western region,this paper chooses the western cities with clear planning and construction of regional financial centers,Chengdu,Chongqing,Xi'an,Kunming,Nanning and Urumqi.In this paper,the establishment of evaluation index system,in the scientific and comprehensive principles and consider the possibility of comprehensive data acquisition,select the four criteria for a total of 31 indicators used to evaluate the competitiveness of the western financial center indicators.After determining the evaluation index,this paper uses the qualitative and quantitative analysis of the network analytic hierarchy process combined with the scientific decision-making method,and then completes the research and analysis of the two steps of the two judgments,the super-limit matrix calculation and the index weight ranking.This paper includes both the judgment of the actual data and the professional analysis of the subjective indicators of the relevant financial industry experts.Finally,based on the objective analysis of the research results,this paper puts forward Chengdu as a candidate city for the construction of the western regional financial center and develops the development strategy.Focusing on the construction of western international regional financial center,financial institutions gathering center,backstage and service outsourcing center,and actively develop the banking industry,securities industry and insurance industry,gather more financial institutions,develop multi-level capital market,strengthen financial innovation,the financial development of the guarantee measures.
