The Technology Financial Support To Technology Innovation In Shaanxi Province

With the revolutionary breakthrough of cloud computation and the rapid elevation of the place of the innovative elements including knowledge,information and human power,scientific technology has become the new economic increase pole.As the important engine of the upgrading of industrial structure and economic transformation and increase,technological innovation determines the quality and core competitiveness of economic development.In 2016,the State Council released “Strategic Outline of Innovation-driven Development of the Country” and proposed the strategy to build a world-class technological power,a milestone for the implementation of the innovation-driven strategy as well as the scientific and technological career in China.But as a systematic,long-term project,technological innovation urgently needs the external support of a scientific and financial system that conforms to the pattern of technical innovation with high input,huge risk and long recycling period of revenue.Although in recent years,Shaanxi province has made outstanding achievements in terms of pushing forward the strategic goal of technological innovation,there is still a huge gap with advanced regions.The main shortcomings lie in the imperfect financial system leading to the weak supporting strength and low efficiency.Therefore,an in-depth research into the way Shaanxi province constructs reasonable and effectively scientific and financial service system bears a certain degree of realistic significance to the multi-layer financing channel and risk diversion tools,so as to merge and integrate the technical innovation elements,effectively elevating the efficiency of financial resource allocation,so as to enhance the new technical innovation energy and industrial competitiveness.The paper is an in-depth research of the inner mechanism of technological finance-supported technical innovation based on clear-cut relevant definitions,integrates the problems faced and the current situation of the innovation supported by science and finance in Shaanxi province,selects the scientific finance and technical innovative indices,and makes use of Eviews 6.0 software to construct a VAR model based on the induces and data between 1990 and 2015 in Shaanxi province,in addition to the pulse response function analysis so as to generate empirical results.Based on the above-mentioned qualitative and quantitative research,the paper puts forward suggestions to perfect thescientific and financial system and upgrade the allocation of scientific and technological resources in an explorative way,so as to bring about the technical innovative power of Shaanxi province upgrading of service economy transformation and elevate the core economic competitiveness.
