Today, with the sharp development of economy and more and more intense market competition, how to effectively manage employees, let employees clear their own career development paths, lead employees move steadily in the direction of their professional development goals, and Ultimately achieve the harmonious development of enterprise and the staff,is an important subject and a difficult problem faced by the current enterprise managers. The company named Shunda get though the employee career development paths effectively, promote the human resources management professional level of enterprise, and realize the common development of enterprise and employees,by combining the enterprise's actual circumstance and learning the experience of the outstanding enterprises at home and abroad,then designed staff qualifications management system and applied to the enterprise human resource management.Qualification System is an important part of human resource management, the construction and implementation of it are also an important method to promote the professionalization and specialization of employees. Qualification System has Clear specification,definition and detailed description in job design, employee career development paths, Competence model and standards, process and method of competency assurance, the application of qualification within recruitment, training,utilization, and retention of human resources management, eventually reach Person-Job Fit.Firstly, the paper introduce the basic theory of qualification management system and the construction process of qualification management system, make clear that the qualification management received extensive attention by the enterprises becoming a kind of important human resources management solutions in today's knowledge economy era. Secondly,put forward the problems in employee career development paths, training system management, performance appraisal management, selection and training of managerial personnel based on the analysis and introduction of the overall situation of human resources management in Shunda. Then analysis and Comb the company's core business and core position situation by using the basic architecture of qualification management system, systematically design the employee career development paths of core positions, qualification criterion and qualification authentication management, and provide a practical solution through examples of specific jobs.
