With the continuous and deepening of economic globalization in the world,dramatic changes have been made to the form, route, content and main body ofenterprises participating in the market competition. To cope with a lot of challengesof its own survival and development, all kinds of enterprises, state-owned enterprisesin particular, shall spare no efforts to enhance their own market competitiveness.Therefore, how to mobilize the enthusiasm of the staff and release their careerdevelopment potential to the greatest extent becomes an essential issue that ourstate-owned enterprises must face and make great efforts to resolve. Due to theirspecial political status, relatively larger business scale, traditional managementmodel, large numbers of employees and many other characteristics, it is moreimperative for large state-owned industrial enterprises to establish a more systematic,scientific, efficient career development system, so as to mobilize more effectivelythe initiative and creativity of numerous staff and to convert practically the humanresources advantage into the core competitive advantage of enterprises.For a state-owned and large-scale industrial enterprise, the career developmentsystem of employee is mainly comprised of two core parts: all-employeecertification system of professional qualification and the establishment ofmulti-dimensional career development path. This thesis, on the basis of the currentsituation of HR management of CSR QISHUYAN CO., LTD.(abbreviated as “QSY”hereafter), discusses the principles, thoughts and detailed strategies of all-employeecertification system of professional qualification and the establishment ofmulti-dimensional career development path.Firstly, this thesis introduces the basic theories of career development system,mainly including the theoretical researches at home and abroad about qualificationmanagement of holding a post and career development, which clarifies that in thecurrent knowledge economy era and market environment, the establishment of careerdevelopment system has drawn wide attention from enterprises and has become anextremely significant HR management solution. Secondly, by analyzing andintroducing the whole condition of HR management of QSY, this thesis puts forwardexisting problems and shortages in aspects of professional qualification certificationsystem of all employees and employee career development path of the Company.Thirdly, according to relevant theoretical knowledge about qualification management and professional career development, and connecting to real condition of production,management and development of QSY, this thesis puts forward the specificoperating schemes of establishing professional qualification certification system ofall employees and multi-dimensional employee career development path, whichsolves the above mentioned problems that QSY needs to solve urgently in HRmanagement well, and benefits QSY to further improve the level of HR managementand core competitiveness. At the same time, this thesis is of some reference value forsimilar large state-owned industrial enterprises to establish and perfect careerdevelopment system and bring HR potential into full play.
