In the rapid times today, how to manage employees effectively, define their career path, traction employees toward their career path steadily forward, and ultimately achieve coordinated development enterprises and employees, win-win situation, This is an issue faced by today’s business managers. Many domestic companies and enterprises started to explore solutions to this problem early, but they had not found a satisfactory answer until the last century, Huawei introduced the National Vocation Qualification of Secretary professional standards of Britain, while widely promoted throughout the company, and got a great achievements. Professional level of employees has significantly provided smooth career path development, for the company to provide a useful reference. Qualification system is an important component of human resource management, as well as internal personnel training and the promotion of professional staff, specialized important ways, the staffs career, job competency requirements, competency levels were clearly defined norms and, ultimately people post match.In this paper, the qualification to the enterprise human resources management major and its significance on rent, the system introduces the basic theory of the qualification system, analysis of the current situation and problems of the ZELC craft workers, and the necessarity to introduce technology staff qualification system.With Qualification built, it can regulate the technology and technical personnel’s behavior improve their more professional, provid a clear career development paths for them, create a better condition for them and enterprises to develop. Meanwhile, ZELC technology personnel qualification system construction and design for the domestic large and medium state-owned enterprises provide reference on human resources management.
