The supply-side reform of the construction industry is facing the innovation and transformation of the construction industry.In order to innovate and transfor m,we can't rely on the structural adjustment of the construction industry.New d evelopment trend of total subcontract balance of industrial structure,labor resourc es and innovation driven stressed that the recognition of "to develop the service enterprise",heralds the new situation,general contractor and labor subcontractor t he era of scientific management and innovation evaluation necessity.Existing in the study,although there are many general contractor labor subc ontractor evaluation research,but the vast majority are standing under the traditio nal construction industry development present situation of labor subcontract works before construction qualification admittance evaluation research,or subcontracting after completion of the performance evaluation study of the contract,and based on the construction industry for the future development trend of this innovation under the perspective of labor subcontractor after evaluation research is very few.Traditional evaluation index,evaluation index emphasis on quality,safety,time li mit for a project,such as mandatory indicators,into the reform of construction i ndustry transformation trend of labor force quality and technical ability,in-novati on,energy conservation,environmental protection,information construction and su stainable development indicators;The selection of the sub-contractor's choice of e valuation focuses on the qualifications,the financial and the cost of entry,and ig nores the physical indicators such as quality,period and safety;The performance appraisal value associated with the engineering practice of microscopic indicators such as quality,progress,safety,ignoring the long-term indicators of macroscopic,failed to realize the micro and macro indicators,short-term and long-term indicat ors,the actual index and potential index of effective unity;In view of the above problem,this paper stands in the Angle of the general contractor,combined with the construction industry for the future development trend,service to the subcont ractor as the research object,the traditional construction labor subcontractor evalu ation index screening,to establish a set of seeking total subcontracting constructi on industry structure balance,promote transformation and upgrading of the total subcontract innovation,strengthening the management of the total subcontract stra tegic cooperation after the new labor subcontractor evaluation index system.First,through literature study and investigation,this article generalizes the pr esent state management of the Labor contractor,comparing and analyzing the eva luation after performing the subcontracting contract,the performance appraisal an d the selection-evaluation of the Labor contractor,thus confirming the direction o f this research.Second,through the literature research,frequency statistics,market investigati on,expert interview method,this paper constructs the index system about the ev aluation of the Labor contractor after performing the subcontracting contract,incl uding the quality,progress,safety production,labor management,cooperation and service,energy conservation and environmental protection,the sustainable develo pment index.25 secondary indexes are also in it.It presents the connotation,the nature and the quantitative expression formula of the index;It takes G1 method to deter-mine the weight of every index.Last,in this paper,a model of evaluation of the Labor contractor after performing the subcontracting contract is constructed,which is based on the Cloud model.With the help of the Matlab programming language,this article empirically analyzes the evaluation of the Labor contractor after performing the subcontracting contract about a large domestic engineering general contractor.The evaluation result proves that the Cloud model applicable and effective.
