Research On The Planning And Scheme Of The Small Town In Metropolitan Area

For a long time,the small town was lack of strategic planning and the effective implementation,it has become an important issue affecting the development and construction.The homogeneity of small town brand image has become a social criticism.The development trend of social informatization and market mechanism,and the demands of small town overall planning for scientific,procedural,effective,perfect,feasible and forward-looking,needs a new planning design concept and method to supplement and improve the original small town overall planning design.So that the overall planning and design of the small town would has accurate overall positioning,define the core projects,clear development timetable.Planning and scheme is the head of the small towns development and the construction and the management,and it was to ensure the rational construction of small towns and land development and utilization of rational and efficient operation of the premise and basis.Based on such a reality,this paper puts forward the concept of the planning and scheme of the small town,and draws lessons from the contents of urban and rural planning,architecture,planning,marketing and other related disciplines to construct the planning and scheme of the small town theory exploration system.It provided reasonable reference and suggestions for the construction of small towns,and guided the compilation of the overall planning of small towns,and become an effective way to implement the construction of the planning management agencies.First of all,the study of the planning and scheme of the small town is an exploratory research.The technical route of this paper is to find out the existing problems,that is some planning failure phenomenon in small towns,and find the breakthrough point of the problem through the relevant domestic and foreign planning theory,planning and programming theory and the practical experience and development of small towns at home and abroad.That is,small towns need to develop programming to improve the efficiency of planning and implementation,so as to establish the research framework.On the basis of theoretical research,supplemented by the development of the planning and scheme practice,the guiding role of theory on practice was strengthened.Secondly,it is the research and exploration of the planning and scheme of the small town,quantitative and quantitative guidance and positioning was given by the planning and scheme of the small town.And tries to put forward the concrete content of the planning and scheme theory system of small town,including the connotation,content and compiling method,procedure and guarantee mechanism,achievement and expression of the planning and scheme and several extension problems of it.Then,it focuses on the core contents of the planning and scheme,including five aspects: overall positioning planning,core project planning,development mode planning,timing planning and feasibility analysis.In the end,taking the planning and scheme report of Haiyong town as an example for the practical research,the report were discussed from the five aspects of overall positioning planning,core project planning,development mode planning,timing planning and feasibility analysis,to supported the subject of research.Finally,it was argued that the introduction of the planning and scheme process in the process of urban and rural planning is a new era of development ideas,was an important means to improve the effectiveness of planning and implementation.The introduction of planning and scheme in small towns is the progress of the planning method,makes planning work from static to dynamic.
