Since the reform and opening up,China's rapid economic development,the Government pay more attention to infrastructure construction.The traditional model of infrastructure construction funds mainly provided by the government,the rapid development of infrastructure construction led to excessive government financial pressure,resulting in shortage of funds,can not better promote infrastructure construction.PPP model is the introduction of social capital by government departments,public and private cooperation,this cooperation model can just solve the problem of government funding shortage,and can learn from the private sector management experience and skills to manage infrastructure projects,so that the infrastructure to get more Good construction.As the PPP model in China just recently,people for the model of risk identification and control is also a lack of systematic understanding.The paper divides the macro-level,meso-level and micro-level of PPP project risk by system decomposition method,and analyzes the risk of decomposition according to the risk management process of PPP project,so as to reasonably share the risk.And different risks to take different measures to achieve the potential risk of the transfer and avoidance,the risk has taken to take reasonable measures to reduce the risk of adverse consequences.The risk of the parties to the risk of the way the risk of public and private parties to a reasonable division,and finally put forward effective measures for the risk to ensure that the parties involved in the PPP model in the construction and operation of the project can be achieved The purpose of their own,to achieve the overall interests of the maximization.
