Research On Site Selection Of Emergency Material Storage Of Provincial Power Grid Enterprises

As the public utility related with the livelihood of the people,to ensure the safe operation of the power grid and continuous power supply to the users is the basic responsibility of power grid enterprises.When the natural disasters and accidents happen,how could we do to ensure a timely supply of emergency materials,restore the power supply in the shortest time and minimize the losses caused by the disaster,is an important issue that needs to be studied at all levels of power grid enterprises in China.As an important node in the emergency logistics system,the site selection of emergency material storage directly affects the efficiency and effectiveness of emergency rescue.At present,provincial power grid enterprises has existed the following problems in terms of construction of emergency material reserve,such as the lack of scientific planning,unreasonable location and so on.Therefore,it is of great theoretical value and practical significance to study the location of emergency facilities in provincial power grid enterprises.In this paper,firstly,understand the background and domestic and foreign research status after extensive reading of literature and information.This paper introduces the theory of emergency logistics and emergency material demand.It also summarizes the commonly used location models and methods.Then,understand the site selection status of power grid emergency facilities in China by using field research method,and analyze the practice and shortcomings of the site selection of emergency material reserve in some provincial power grid companies.It analyzes and compares the advantages and disadvantages of existing emergency location models and methods.Based on the research above,this paper puts forward the suitable process and methods of site selection of emergency material reserve.It constructs the location model of emergency material reserve of provincial power grid enterprises by using the DANP and multi-objective programming model.Model construction can be divided into three stages.Firstly,this paper analyzes the influence factors of emergency facilities location from a macro-level and constructs the evaluation index system.Secodly,according to the characteristics of the macro factors which are complex and difficult to quantify,the preliminary evaluation model of facility location is established by DANP model.The solving process is accomplished by Super Decisions software,and we can select the most optimal location area.Then,on the basis of regional location,this paper set the micro goals of maximum efficiency and the lowest total cost.At the same time,it takes into account the requirements of the timeliness of emergency materials.Two objective programming models are built.Gray system model are used to forecast the emergency material demand.Then multi objective is transformed into a single objective function.The solving process is accomplished by Lingo software.Finally,the paper demonstrated the practicability and feasibility of the proposed model through an example.In this paper,we construct the location model of emergency material reserve of provincial power grid enterprises according to the DANP and multi-objective programming model.The paper provides a new practical method for emergency facilities location.
