Performance Evaluation Of Cultural Infrastructure Projects Under PPP Mode

In recent years,with the growing demand of the people for public cultural services,the government departments are faced with the problems of shortage of construction funds and insufficient management experience,which makes the government departments more and more actively introduce social capital to build and operate cultural infrastructure projects together.As a new project financing mode,PPP mode has been effectively implemented in highway,rail transit and sewage treatment engineering in recent years,and has achieved remarkable results.Along with the upsurge of domestic PPP project construction,more and more cultural infrastructure projects have started to use PPP mode for construction.However,as cultural infrastructure projects are public welfare projects with unstable benefits,government departments and the cooperation of social capital is not ideal.Scientific and reasonable performance evaluation can not only measure the achievements of cultural infrastructure projects under PPP mode,but also provide reference for the subsequent implementation of PPP projects,which is of great theoretical and practical significance.This paper first analyzes the necessity and feasibility of applying PPP mode to cultural infrastructure projects based on the basic theory of cultural infrastructure and PPP mode,and sorted out the concept,subject and object and evaluation process of performance evaluation of cultural infrastructure projects under PPP mode,laying a solid theoretical foundation for the whole paper.Secondly,the whole process of the project performance evaluation indicators were identified one by one by using the literature research method,and using the literature to identify performance reviews from the project recognition phase to the execution phase.Combined with the characteristics of cultural infrastructure projects under PPP mode,a performance evaluation index system was preliminarily constructed through the expert interview method.Using the method of reliability analysis and average test analysis and optimization index,and the performance evaluation index system of cultural infrastructure projects under PPP mode was determined.Subsequently,entropy method was used to determine the weight of bid evaluation indexes,and after analyzing and comparing the advantages and disadvantages of various evaluation methods,a multi-level fuzzy comprehensive evaluation method was selected to construct the performance evaluation model of cultural infrastructure projects under PPP mode.Finally,the paper makes an empirical analysis of PPP project of xiaogan cultural center,verifies the applicability of the evaluation model,and puts forward Suggestions to improve project performance according to the evaluation results.The purpose of this paper is to provide a scientific and reasonable performance evaluation system for the cultural infrastructure projects under PPP mode in China,and to provide experience for future performance evaluation of cultural infrastructure projects under PPP mode,and as an effective reference.The research shows that the performance evaluation of cultural infrastructure projects under PPP mode is conducted,the quality of public satisfaction,product and service,the way the government has agreed,the quality of life improvement of residents,the government regulation are the most important indicators.As cultural infrastructure projects have the characteristics of public welfare and unstable income,the public satisfaction,the government's compensation mechanism and the improvement of residents' quality of life are particularly important.In the subsequent cultural infrastructure projects for performance evaluation of the PPP mode,social capital and the public should be taken into account comprehensively,which is conducive to the comprehensive and authentic evaluation of the performance of the projects by relevant government departments and the healthy development of the PPP projects.
