Research On Government's Function In The Development Of China's Wind Power Industry

Energy is the basic resource for human survival and social development.It is both a natural resource and a strategic and political resource.At present,the energy security and environmental protection problems facing China are becoming more and more prominent.As the most mature energy resource and the best energy supply way,the wind power generation has been paid more and more attention.However,due to resource distribution and technical reasons,the cost of wind power is not competitive in the electricity market compared to traditional energy sources.Wind power is not competitive in the current electricity market without government support.This paper starts from development state of wind power industry in China and analyzes its system structure,points out that its policy lacks of uniform and coordinated management mechanism,policy implementation process is unclear,industry development target can not be implemented,it is difficult for social team and the pubic to supervise formulation and implementation of laws and regulations.This paper respectively summarizes its positive or negative effect on wind power industry development in China from 2 aspects of central government and local government in key points;meanwhile,it makes analysis of wind power interest group on government effect.In addition,this paper summarizes the government effect of developed countries such as Denmark,America,Germany,Spain etc in accelerating wind power industry development,expecting to have some inspirations on wind power industry development in China.,This paper is based on the above-mentioned analysis and starts from the action logic of central government and local government in wind power industry development,analyzes the problems existed in wind power industry of China,points out that it lacks of detailed,scientific,complete and coordinated development plan,wind power synchronization problem has not been solved,core technology has not been broken through.Finally,it puts forward the suggestions of government effect in accelerating wind power industry development in China,local government should completely exert its coordination effect,promote government affairs opening to the public,increase self-innovation and technology level of wind power.The central government should make clear the development target of wind power,make scientific development plan,improve laws and regulations,strengthen its development guarantee,strengthen science and research investment to solve technology problems,at the same time balance interest of every party,accelerate its sustainable and healthy development.
