| Wind resource is one type of natural resources and wind power is the electricity generation mode which uses turbine to convert wind energy into electrical energy directly. Wind power has the advantages ofgood cleanliness,environmental benefit;good renewability and inexhaustibility;flexible installment capacity and relative mature technology and it is the only kind of power generation in comparison with traditional approach regarding cost at current stage, and it is a new type of energy power generation with the economic benefits.Wind industry (wind power industry for short below) and wind power industry chain involves in every aspect of aerodynamics, structural dynamics, weather, environment, material, manufacture process, electrical control, electronic engineering, transportation, applications, services, and the wind power industry is one of the important resources industry in our country in the future.Policy is a broad concept. The policy in this paper mainly refers to the specific, economical and local renewable energy policy. Generally, the policy is the planned activity processes formulated by the government and social organizations under certain circumstances. The intention of policy is to mainly overcome obstacles, make use of time in order to realize a certain purpose, or achieve a particular goal. Policies orient for people’s behavior and social development route. It can promote the development of an industry rapidly and also make an industry to accelerate the burst. Wind power policy is essentially a series of actions and measures conducive to the development of wind power industry in order to promote the development and application of renewable energy power generation technology by governments at all levels.Wind power industry is not only the national strategic emerging industry, is also the important industry related with people’s livelihood in the future. China is rich in wind resources, and the development and utilization prospects are broad. However, according to the situation that the wind power industry development is facing and the difficulties the wind power enterprises encountered during development process,if the wind power industry development does not rely on industrial policy support and depend on market mechanism merely, the development of wind power industry will be affected by various factors such as technology and capital and cannot go beyond the development dilemma in the early stage. Wind power industry has characteristics of strong externality, high risk in technology research and development, long time period of industry nurturing, large investment and high and new technical. And the wind power industry is both technology-intensive and capital-intensive industry, the high cost of wind power industry development and these industry characteristics make the development of wind power industry cannot depart from the support of industrial policy. Affected by the characteristics of the wind power industry without government policy support, it is difficult to cross the initial stage of development only depending on their own development. So government industrial policy, especially the incentive class industrial policies on the development of wind power industry has played a very important role. As the wind power industry supporting policy put forward by countries around the world,the subsidy policies of each country has gradually changed from the traditional fossil energy industry to the wind power industry as the representative of new energy industry, which is in order to promote the development of new energy and inhibit the development of fossil energy industry. According to the reality of the situation the wind power industry is facing and the difficulties the wind power enterprises have encountered during development, the development process of global wind power industry basically reflects the development path based on policy development factor.Since the new century, China’s wind power industry is supported by the government departments through preferential, subsidies and other policies to uphold the development of wind power industry, to improve the wind power industry chain and a large number of social capital are led into the policy, therefore, through the low cost induced by the continuous expansion of wind power industry production and technology innovation of wind power generation, the development of wind power industry is promoted. China’s wind power industry’s policy implementation keeps the wind power industry having a strong policy support in the initial stages of development,and it gradually grow into the superpower of wind power. Although the result is obvious, whether China’s wind power industry policy completely achieved the expected goals, whether many of the wind power industry policy implementation has promoted the healthy development of China’s wind power industry effectively, it all depends on the policy goals of wind power industry and its effect path and other factors.According to the purpose and significance, this paper contains three parts:First, the existing wind power industry policy research mostly focused on the interpretation and analysis of a single category or a certain type of wind power industry,in this paper,a more detailed analysis of the formation, transfer mechanism of China’s wind power industry policy was investigated. Secondly, the current research on policy effect on China’s wind power industry is relatively lack, and a large number of literature mainly conducted qualitative analysis, and the study of China’s wind power industry policy as well lacks empirical test. By literature summary, this article investigated a more comprehensive study through the method of combining the theoretical analysis and empirical analysis on the effect of China’s wind power industry policy, and the corresponding empirical test results also were gained. Thirdly, based on the empirical test of wind power industry policy effect,combined with China’s current absence of wind power industry policy, this paper compared and learnt from the experience of international wind power industry policy in developed countries,and attempted to propose the suggestions and measures improving the situation of China’s wind power industry policy in order to provide new path for the development of China’s wind power industry.Regardingchapter setting, this paper is divided into nine chapters, the policy effect of china’s solar energy photovoltaic industry were analyzed in details, specific chapters content was arranged as follows:The first chapter is the introduction part. First of all, the thesis research background and research meaning was pointed, on this basis,the research content and research framework was put forward in this paper, and the research methods and innovation of this article was also elaborated.The content of second chapter is relevant concept definition and theoretical basis. The chapter in details introduced the content of wind power, wind power industry and industrial policy related concepts; The market failure theory, as the theoretical basis of the wind power industry policy, the theory of structure transformation, technical development and national competitiveness were also elaborated at length; the content in this chapter defined the main concept involved in this thesis which provide the boundary of theory for the following research.The content of the third chapter is the study of status quo and development of the wind power industry in our country. This part carried out a detailed analysis and interpretation of relevant indexes in China’s wind power industry-wind energy resources and its present situation of distribution, development, investment, technology level status quo, operation, equipment industry and general business model, and the overall development path, and a comprehensive collection and sorting out of the wind power industry in our country over the years was conducted, which laid a solid foundation for the following research of this paper.The content of fourth chapter is the theoretical analysis of policy effect on China’s wind power industry. This part mainly discussed the necessity and theoretical basis for China’s wind power industry policy in details, and a theoretical derivation from the effect of China’s wind power industry policy was investigated. Through the analysis of the characteristics of wind power industry policy, the role of the wind power industry policy and the path of transmission mechanism were elaborated further, making full preparation of theory for the empirical analysis part of this paper.The content of the fifth chapter is an analysis of the policy effect based on regional distribution of industry situation. According to the particularity of the wind power industry, this chapter used methods such as spatial analysis and regional distribution to investigate an in-depth research of wind power industry in China its forming factors in order to provide decision-making reference for the development and industry layout of wind power industry in China.The content of chapter six is the empirical analysis of policy effect in the industry level. Through the state space model, this chapter conducted the empirical analysis of policy effect on the wind power industry in the industry level, and a further discussion of empirical results was carried out. Through the empirical research results, the actual effect of industry policy on the wind power in China was objectively described. The advantages and disadvantages of industry policy on China’s wind power in the current stage was analyzed in an industry level according to the industry policy effect of Chinese wind power.The content of seventh chapter is an empirical analysis of the policy effect in an enterprise level. Based on the development of China’s wind power enterprises, the content of this chapter used the panel data model to conduct an empirical test China’s wind power industry policy effect in an enterprise level and a thorough analysis and discussion of the empirical results were also carried out. Through the empirical research results, the actual effect of China’s wind power industry policy was objectively described. In the wind power enterprise level, the advantages and disadvantages of China’s wind power industry policy in the current stage was analyzed according to China’s wind power industry policy effect.Regarding China’s wind power industry based on empirical analysis results of the policy effect of regional distribution, industry and enterprise level, the content of eighth chapter put forward policy suggestions and measures aiming at wind power industry development,, fiscal and taxation policy, long-term development by drawing lessons from the successful experience of the foreign policy in the developed countries and combining with domestic actual situation.Chapter nine is the conclusion of this paper and the prospect of this paper. This chapter in this paper made a summary and a forecast of the future research direction and industry prospect of the wind power industry policy effect were also discussed。This essay mainly elaborates on the change of development and policies regarding Chinese wind power industry. Also it discusses about the policy characteristics, policy spreading path and the implementing mechanism to present the current status of the policies of Chinese wind power industry. By analyzing the status, we show that Chinese wind power industry still lies at the developing stage led by policies, which all belong to the stimulating policies released by the government. On this foundation, we then get the conclusion regarding the production effect, benefit effect, industry structure transforming effect and environment effect that the policy may have. Beside the theoretical analysis, we also study these policies’ effect on industry level and entrepreneur level based on real examples. According to our result, both of the central policies and local policies contribute greatly to the development of the Chinese wind industry, but there are some significant problems remaining. The industry scale of the wind power in China is expending each year, as with the market share in the worldwide scope. In some aspects, the wind power industry in China has been in the international top level. However, deficiencies in the policy of the China wind power industry field are exposed as it developing rapidly. For example, existing policies leave the wind power industrial chain developing in unbalanced state, leading to the problems of repeated construction and over capacity; the policy on the technology research and development is notably inadequate; and long-term mechanism is absent in the policy, etc. For the problems exposed in the China wind power industry, the paper concludes the beneficial enlightenment to perfect the native policy on the wind power industry, through studying the success made by the developed countries on the relative policy. Combining the basic national condition and the successful experience of the developed countries, policy suggestions and methods are put forward to consummate the wind power industrial policies,e.g. strengthening the research supports,modifying tax policies,promoting the market development,etc.,attempting to complete and validate the polices and to facilitate the long-term sound sustainable development of the China wind power industry.
