Innovation Research On Supporting Policy Of Guangxi Inland Water Transport Industry

Since " Twelfth Five-Year",due to the scientific planning and vigorous supporting of Guangxi government,inland water transportation industry in Guangxi grasps tightly the opportunities of establishing Xijiang Golden Waterway,the development of Zhujiang River-Xijiang River economy zone and developing Beibu Gulf Economic Zone,and has made great achievements in the subjects of management,expanding the scale of fleet and improving service ability and so on.Inland water transportation development has been speeding,and Xijiang Gold Waterway with the capacity of one hundred million tons has been built.However,compared with foreign advanced countries,as for the inland water transport industry supporting policy,Guangxi still falls behind far from them.Based on the brief analysis of the background of the research topic,significance and the literature review of the related researches at home and abroad,the research ideas and methods of the study are chosen,the related concepts of inland water transportation and water transportation supporting policies are defined,,and the public product theory,government intervention theory,public policy implementation theory are used as theoretical basis.From the perspective of policy innovation,by researching inland river transportation industry support policy implemented in Guangxi in the way of empirical research,three effects have been concluded:improving the system of Guangxi inland water transportation,relieving the pressure of transportation,reduce the tax burden and increase the competition ability.The following problems have been found:imperfect water transportation market entry policy,imperfect water transportation industry insurance policy,unreasonable the policy about the change from business tax to value-added tax of water transportation industry,imperfect standard subsidy policy for inland river ships and unreasonable talent supporting policy in water transportation industry.The reasons are analyzed from the two perspectives of the policy itself and the policy implementers.Meantime,the research summarizes the experience of supporting water transportation development in the foreign advanced countries and forms the reality basis and inspiration of improving the supporting policy of Guangxi inland water transportation.At last,in order to perfect the policy,on the.basis of these research results,combing the reality of Guangxi inland water transportation industry,the following suggestions are put forward:improving water transportation market entry policy,improving water transportation industry insurance policy,improving the policy about the change from business tax to value-added tax of water transportation industry,improving standard subsidy policy for inland river ships and revising talent supporting policy in water transportation industry.All of these innovation suggestions will provide a reference for Guangxi government to improve inland river transportation supporting policies.
