Xijiang Inland Water Transportation Development Of Government Management Research

As a reflection of competitive and sustainable development, Inland water transportation is the advantageous resource and important indicator for the social economic development of a region. It has been a recent public policy and development strategy to develop Inland water transportation and create the XiJiang Golden Waterway in Guangxi. Following the social focus at the current phase, this paper set up theoretical research based on the practice, facilitate the theory instructing practice and verifying theory by practice, which result in an important significance for researches on deepened Inland water transportation development and executing the WRGW development strategy.From the perspective of public management, Inland water transportation is with a mixed public goods feature which is dynamic, complex and with strong positive externalities, regional, scarcity of resources and natural monopoly features. Under a market mechanism, the Inland water transportation public goods or services cannot be efficiently provided. With the result that it's possible and necessary to bring in government's involvement, and strengthening government management is proved an efficient and essential path for the XiJiang Golden Waterway development strategy.During the process of XiJiang Golden Waterway development, problems such as small development scale and low overall operation efficiency, serious crowded situation, insufficient supply scale and quantities as well as lacking in construction funds have been widely existed. At this stage, as the main supplier of Inland water transportation, government supplied public goods or services for Inland water transportation is considered with a low efficiency or even a failure. The major reasons include:The government doesn't pay great attentions, competition among different government sectors, different "value" orientation between government and manufacturers, low awareness of industry laws and weak service functions, insufficient social and financial input, lacking financial funding channels etc.To execute the XiJiang Golden Waterway development strategy, a basic principle of government leadership, coordination development, social justice and equity, innovation and optimization combination should be followed. For achieving development strategy goals, this paper comes with certain suggestion and solutions:Create a government leadership development, provide fundamental organizational assurance, improving operation environment and efficiency, set up comprehensive management operation mechanism with multiple involvement of different stakeholders, set up a mechanism of unified management and operation for locks within the XiJiang Golden Waterway range, strengthen financial supporting, create a market adaptable financial investment mechanism, adjust overall transportation policies to create equal development opportunities, create a win-win cooperation development pattern to meet different water resources needs.
