The Research On The Integration Of Rural Environmental Protection Related Funds In Hunan Province

In accordance with the decisions of the Third Plenary Session of the 18th Central Committee of the Communist Party of China on rural environmental protection and the provisions on the management of public financial funds in the Budget Law of the People’s Republic of China,in order to enhance local rural environment protection and improve the efficient use of agriculture related environmental protection funds,Hunan province should start to integrate agriculture related environmental protection funds from the perspectives of "policies,projects,departments and regions",to ensure "top-down planning,coordination of departments,guaranteed funding and establishment of key projects" for rural environment protection.However,in reality,Hunan province is faced with the problems of "great pressure on local funding,multiple and complicated ways of fund allocation,chaotic collaborative management of funds,lack of subsequent funds for operation",as well as difficulties in "pooling funds designated for exclusive use,coordinating the divided interests,concentrating diversified sources,breaking through the disperse allocation of funds,and integrating funds as there is no platform".To build a liability undertaking mechanism "with tasks and duties clarified,and responsibilities and rights defined" for the expenditure of the agriculture related environmental protection funds,and a mechanism of "unified leadership,hierarchical responsibilities,vertical coordination and lateral interaction" for the operation and coordination of agriculture related environmental protection funds,Hunan province must integrate the agriculture related environmental protection funds budgeted by the financial departments of the central government,provinces,cities and counties,and focus on breaking through the bottleneck of funding inhibiting the issues of "agriculture,farmers and rural areas",based on the"industry domination,project integration,department fusion and interregional sharing" of agriculture related environmental protection funds,for the purpose of realizing the"scientific input,standardized allocation,efficient use and safe operation" of agriculture related environmental protection funds.In terms of specific operation,Hunan has to make every effort to push forward the "1245" project for the integration of agriculture related environmental protection funds,which refers to "the establishment of one basic data center","the integration at the two levels of provinces and local areas","four major ways of integrating policies,projects,departments and regions" and "five unified procedures for project management,including unified planning,application and approval,operation and performance evaluation".
