Research On The Forestry Economic Development In Guangxi Rural Based On Ecological Civilization

On the 18th national congress of the communist party of China,the construction of ecological civilization has been taken in The framework of Five-in-one,blend in economic construction,political construction,cultural construction,social construction and the whole process,all aspects,strive to build a beautiful China to realize the sustainable development of the Chinese nation.Since then,the CPC central committee attaches great importance to the construction of ecological civilization.Developing ecological economy is the important measures to accelerate the construction of ecological civilization.Especially in the less developed areas,to develop ecological economy,must use the development point of view to deal with the relationship between the economic construction and ecological environment,both economic development and the protection of the ecological environment.To develop ecological economy,one of the important content is the development of forestry economy.In fact,the forest is the main body of land ecosystem,forest is the main part of the ecological construction,is an extremely important foundation industries and public welfare undertakings.Forestry economy in Guangxi rural has good natural endowment and resource advantage,have also made some achievements.However,there are some prominent problems in Guangxi forestry economy in rural areas:one is that fast-growing fertility eucalyptus is too much,structure of forest category is unreasonable;Secondly,the ecological compensation standard of public welfare forest is too low,the development funds of public welfare forest is insufficient;The third is extensively forestry production model,yield per unit of woodland is not high;The fourth is the lack of deep processing industry,the forestry industry chain short;The fifth is weak rural grassroots service organization,forestry economy service;The sixth is the rural collective forest right system reform is not thorough,the ownership dispute;The seventh is the insufficient of forestry science and technology support.Guangxi rural forestry economic development policy:is the focus of the interest guide is the motive force of development,ecological security is the precondition of the development,ecological paying equal attention to the livelihood of the people is the direction of development.In order to develop rural forestry economy in Guangxi,a series of measures must be taken:one is balanced and restriction in planning;Second.comprehensive measures,functions to regulate the policy;The interests of the three is more measures simultaneously,play a guiding role;Four is the ruling for the people,play a service role;Five is party construction innovation,give play to the role of organization guarantee.
