In November 2014,Henan province had issued "about to establish the implementation opinion of the basic endowment insurance of urban and rural residents ",formally established the system of basic old-age insurance for urban and rural residents,and laid the system foundation for a unified urban and rural areas in Henan province.Although the basic endowment insurance of urban and rural residents in Henan has realized coverage completely at system level,but based on the previous research,people's desire and the level of participation did not achieve the government's purpose,most of the participants chose the lowest level,it is not effective to realize the system's functions.There is a lot of research about participation behavior in academic world,the factors which influenced the participation behavior inclusive the participants' age,gender,level of education,marital status,personal and family economic income,individual understanding of the policy and cognitive situation,capture to expend the endurance,agency service,etc.There only involves some simple factors on subjective risk cognitive,like understanding of the policy,the evaluation of old and health,etc.It is not overall about the risk perception factors.The villages of T county are mostly named by their family name,the people who have the same family name live together,their family is very huge,and they have a lot of branches.They are closed by family and have an intimate relationship.It is a valuable social landscape in current society,and studying this county residents' participant behavior has a certain significance.The research of influence factor about participation behavior are still very necessary and significant.This paper based on the perspective of risk perception,with the background of the current China has in a critical period of social and economic transformation,all kinds of social risk and conflict happens frequently,people lack of risk awareness and risk perception ability,the endowment situation increasingly serious,most residents chose the lowest pay cost level,under the guidance of the bounded rationality theory,risk perception theory,cost-benefit theory,research on the Participation behavior of the 263 residents in T country,and from their risk perception on their own(old age risk,health risk,income and poverty risk,offspring risk)and the policy(risk awareness of the basic knowledge,the trust and the support capability of policy),and their risk resistance(resistance of oneself,family support capability,policy subsidies risk)three dimensions ten aspects to analyze the risk cognitive factors of the participation behaviors.Used the SPSS software conduct a descriptive analysis,find that most respondents chose the lowest pay cost level,their risk perception of their own and ability to resist risk,and the policy is not optimistic,and then put forward the research hypothesis: residents' risk perception on their own and the policy have an impact on their level of participation and their willingness to improve the level of participation.Through establishment of the multiple linear regression model analysis found that respondents about their income and poverty risk,the risk of own and family assets resist ability,the risk reception of policy has a significant effect on their level of participation and their willingness to improve the level of participation.Then put three aspects suggestions,such as raising residents own risk perception ability,enhance risk resistance,enhance the risk perception ability of insurance policy,from the perspective of risk perception to perfect residents' participant behavior.
