The Difficulty And Relief Of The Participation Enthusiasm Of Jinyun County Urban And Rural Residents Basic Endowment

In the 14 th Five Year Plan,it is clear that it is important to establish and improve the multi-level social security system.At the same time,it is necessary to ensure that the social security system should be fully guaranteed,ensure the long-term and sustainable development of the social security system,achieve full coverage,and speed up the social security.It is the requirement of the party and the government for the current social security to hold the bottom line of people’s livelihood,skillfully weave the security network,and establish and improve the social pension security mechanism.Thus it can be seen that the government has paid close attention to social security.Jinyun County belongs to Lishui City,Zhejiang Province.Have the honor to be shortlisted in the list of new rural social pension insurance pilot counties approved by the State Council for the first time,the local government timely promulgated and implemented the "Interim Measures for the implementation of social endowment insurance for urban and rural residents in Jinyun County" on January 5th,2010,according to the county’s economic development level,and on June 24 th of the same year,the implementation rules of social endowment insurance for urban and rural residents in Jinyun County(for Trial Implementation)was officially issued.During the implementation of the policy,the security effect is very significant,but there are also some inevitable problems.This thesis takes the enthusiasm of urban and rural residents to participate in the basic endowment insurance as the research object,and I have many years of working experience in urban and rural residents’ endowment insurance.Through literature reviews,questionnaires and interviews,this thesis analyzes the current situation of the basic endowment insurance for urban and rural residents in Jinyun County.And from the insurance concept,age structure,payment timeliness,insurance grade,ginseng protect fixed number of year and many other aspects.Some uncoordinated phenomena still exist nowadays,including young ginseng protects the consciousness is insufficient,low participation level,short payment period,continuous insurance participation state is unstable,insufficient attraction of more paying for more and longer paying for more,etc.And this thesis also analyzes the nature of the existing problems from some factors,including insured’s own condition,the government policies,the agencies and many other aspects.By applying the relevant theories of public management,this thesis puts forward feasible suggestions and countermeasures to promote the healthy and sustainability of policy,it can also provide the experience of basic endowment insurance in urban and rural areas for other counties and cities,and ensure that the elderly are provided with adequate care.
