Research On The Factors Affecting The Development Of Kaifeng City Science And Technology Financial Service System

Kaifeng began to build national innovative pilot city in 2016,which is beneficial for transforming the growth pattern and cultivating new economic growth points so that to achieve the sustainable economic development in Kaifeng.Compared with the Kaifeng at the beginning of reform and opening,its economic strength,cultural content,educational advantage and overall competitiveness has been enhanced obviously.At present,the proposal of "One Belt And One Road" strategy,the building of Central Plains Economic Zone,the developing of Zhengzhou-Kaifeng integration in depth and constructing of Zhengzhou airport economic comprehensive experimental area all provide good opportunities for the rapidly economic development of Kaifeng in the future.Scientific innovation is the key point of the community innovation,scientific development relies on the push of tech companies.There is substantial connection between the healthy growth and development of financial industry: scientific innovation promote financial innovation,and finance industry can provide support of venture capital and a series of financial service for enterprise from its start-up to relative mature period,which is called the scientific and technological finance.Scientific and technological finance promote the integration of scientific and technological enterprises and financial service,and benefits the construction of innovative city.However,the scientific and technological financial service system doesn't fully develop in Kaifeng that is still at the initial stage of constructing the innovative pilot city,in the context of which the development of scientific and technological financial service system will be research hotspot.According to the developing foundation and existing problems of scientific and technological financial service system in Kaifeng,the optimizing strategies of scientific and technological financial service system developing in Kaifeng will be explored by referring the successful experiences both abroad and at home.Firstly,applying enterprise life cycle theory and information asymmetric theory,starting from the participant bodies of building scientific and technological financial service system,the paper divides the factors influencing scientific and technological financial service system into three aspects of the government,financial institutions and enterprises based on related literature review.Secondly,it mainly analyzes the status quo of scientific and technological financial service system in Kaifeng.The foundation of development includes economic foundation,scientific and technological innovative foundation,financial industry foundation and policies foundation.The existing problems are embedded in that the government has no corresponding policy system,the financial organizations have no investing financing system and the enterprises have no scientific technology achievements transformation system and so on.Thirdly,the paper selects the development of scientific and technological finance in Tokyo of Japan,Wuhan and Beijing as three cases and conducts a comparative research,and finds that these three all suggest constructive lessons over government policy,product innovation of scientific and technological finance,financial service platform and the cultivation of scientific and technological finance talents,etc.Fourthly,on the basis of referring to the experiences of developing scientific and technological finance in Tokyo,Wuhan and Beijing,the paper puts forward the optimizing strategies of scientific and technological financial service system developing in Kaifeng from government,financial institutions and enterprises.On the policy system building,Kaifeng should improve the related scientific and technological financial service policies and create favorable environment for scientific and technological finance developing.On the building of investing financing system,financial institutions should extend the financing channel of tech companies and fasten the financial innovation.For the scientific and technological enterprises,they should focus on enhancing the capacity for independent innovation and strongly introducing high-level professionals.
