Research On The Government Functions In The Development Of Rural Tourism In Huai'an City

As the economy enters a "new normal",rural tourism as an important part of tourism,its growth is not only has an important role in transformation and upgrading of tourism industry,but also is the important way to optimize the industrial structure and promote the coordinated development of of primary,secondary and tertiary industries.In addition,the rural tourism play an active role in these aspects:promoting farmers' income;adjusting income distribution;shortening the gap between urban and rural places;promoting comprehensive,coordinated and sustainable development of rural areas.Since the reform and opening-up,rural tourism is booming in China.There are a lot of unique rural tourism scenic and good develop ways,but in the process of its development,there are also many common problems,such as the homogenization of products,the public service system is not sound,the shorten of public service system,the poor of service level and the destroy of ecological environment.How to solve these problems from view of public management and how to play better functions of the government from to control and manage the rural tourism,have theoretical and practical significance of the health and long-term development of the rural tourism.In this paper,taking the development of rural tourism in Huai'an as the breakthrough point,basing on the theory of Public goods,Market Failure,government function,service-oriented government,using literature review,field research,the symposium as research methods,to analyze the performance of local government in the development of rural tourism.Through the analysis of the study,the reasons leading to the development of rural tourism can be summarized as the lack of government functions and the role of dislocation.It is concluded that in the future development of rural tourism in Huai'an City,the government can transform the government functions,innovate the management system mechanism,improve the tourism infrastructure,improve the tourism planning system,strengthen the ecological construction and other aspects to comprehensively promoting the development of rural tourism.
