Research On Status And Problems Of The Cooperation Of Science And Technology Between The Government Of Heilongjiang Province And RUAAIA

Heilongjiang Province is the largest province of scientific and technological cooperation between China and Russia, and is located in the hinterland of Northeast Asia. In recent years,the scientific and technological cooperation with Russia is developing rapidly in Heilongjiang Province, which is benefited from the geographic advantage and the progress of government policies. The province has cooperated and achieved certain results with Russian the modern agricultural technology, ultra-precision machinery, water treatment, bio-engineering and other aspects .However, the range of scientific and technological cooperation is also not broad enough. The role is needed to be further strengthened on promoting the economic development of the province ,the overall level of the cooperation is to be improved. The important research content of this article is how to make further impetus from the government level to cooperate with Russia on aspects of science and technology in Heilongjiang Province.In this paper, the overall environment is analyzed on scientific and technological cooperation with Russia in Heilongjiang province, including aspects of political environment between China and Russia, economic environment, social and technological environment.Article shows the status of scientific and technological cooperation with Russia from the government level and the strategic between them. According to summary the status and problems of science and technology cooperation, the measures to strengthen cooperation with Russia are proposed, including the establishment of mechanisms for cooperation in science and technology talent in Russia, the progress of infrastructure construction in Russia, the improvement of scientific and technological achievements and scientific,to deepen the exchange of information scientific with Russia and other aspects. By enhancing the level of cooperation with Russia, the "bridgehead" Status is reinforced in China, which is about the cooperation with Russia in Heilongjiang Province, is now used to achieve sustained and stable development of economy and society in Heilongjiang.
