The Research On The Function Of Government In The Innovation Of Industrial Generic Technology From The Perspective Of R&3D

At present, our country is in the critical period from extensive economy to intensive economy and technological innovation has become the decisive factor to support and lead the economic development. Industrial generic technology has been recognized as a significant role in promoting the development of economy by scholars both at home and abroad.Therefore, the innovation achievements of industrial generic technology are particularly important for Chinese economic transformation. Enterprise is difficult to bear the heavy responsibility of innovation of industrial generic technology because of the lack of power of innovation. As a special organization to master important resources, the government should actively participate in the innovation activities of industrial generic technology .Similar to the product life cycle, the technology also has the life cycle. The life cycle of technology innovation is generally divided into three stages: research and development, demonstration and deployment, which is referred to R&3D.With the perspective of R&3D the research on the innovation of industrial generic technology is closer to the discipline of technological innovation and leads more in-depth analysis of the function of government in the various stages.According to the overall idea :theory - case - model - empirical - conclusions ,with the perspective of R&3D this paper conducted further research of government tools and mechanisms. First of all, using the method of literature research this paper sorted out the relevant research achievements at home and abroad, and mastered the relevant research trends.Secondly, this paper defined the concept of technological innovation, industrial generic technology, R&3D and government tools, and expounded the relevant theoretical basis. On this basis, drawing lessons from foreign experience of new energy automotive innovation,with the perspective of R&3D this paper refined the major government tools of the various stages. Thirdly, the model hypothesis was proposed based on the case, and the evolutionary game theory is used to validate the model. Finally, according to the empirical conclusion this paper constructed the policy system to enhance the level of government function, provide suggestions for government behavior, and guide government departments to provide better service for the innovation of industrial generic technology.
