In July 1999,the system of scientific research institutes at the industrial sector began to reform,leading to the "unmanned supply" of industrial generic technology.The privatization reform of industrial generic technology attempts to introduce the market mechanism into the technology supply process,and rely on the private sector as the main undertaker to provide generic technology to compensate for organizational failure.Relying on enterprises to set up engineering technology research centers has become one of the main ways of generic technology supply privatization.The performance of industrial generic technology supply privatization needs to be discussed.Observing the industry generic technical supply,with the monopolistic competition industry as the limited condition,the engineering research center in Guangdong is a research sample.Based on privatization theory and social network theory,a generic technology innovation network is constructed.The innovation network includes the engineering center supporting units,universities,research institutes,enterprises,government,finance,and science and technology intermediaries.The links between the nodes are formal innovation cooperation and informal communication.Taking the generic technical innovation network structure as the independent variable,the engineering center relies on the unit innovation performance as the dependent variable and the previous innovation performance as the adjustment variable,the exploratory theoretical hypothesis is constructed.The empirical test shows that in the auto parts and accessories manufacturing industry and household electrical appliance manufacturing industry,the simple related assumptions of structural variables and innovation performance are not established.However,under the function of the engineering center reliance on the past innovation performance of the unit,the correlation is significant.In the auto parts manufacturing industry,the engineering center relies on the unit's previous innovation performance positively adjust the positive correlation between node degree and innovation performance,and positively adjusts the negative correlation between the structural hole coefficient and innovation performance.In the household electrical appliance manufacturing industry,the engineering center relies on the unit's previous innovation performance negatively adjust the negative correlation between node degree and innovation performance,positively adjusts the positive correlation between closeness and innovation performance and positively adjusts the positive correlation between structural hole coefficient and innovation performance.Under the regulatory effect of the engineering center's previous innovation performance,the correlation between the node degree and innovation performance,and the correlation between structural hole coefficient and innovation performance are opposite in both industries.This can be attributed to the fact that the engineering center is relying on the unit's innovative choices,because there is a difference in the number of technical partners and heterogeneous resources demand between R&D organizations seeking for improved innovation and seeking exploratory innovation.This indicates that R&D organizations are effectively identified.The innovative approach is a necessary prerequisite for improving the accuracy of support policies.The coefficient of regression of closeness and the structural hole coefficient of the engineering center to the innovation performance is relatively large.And it is suggested to support the platform-type innovation main body at the information hub position,establish a standardized resource or information sharing platform and moderately reduce the support for the core innovation subject.At the same time,the institute of public industrial technology should be set up as an active advocate for innovation networks,responsible for common technology research and management.It should attract more innovative entities to build common technological innovation systems by adopting more comprehensive allocation of scientific and technological resources and protection of intellectual property rights.On the other hand,appropriate privatization methods should be adopted according to the characteristics of the industry or the characteristics of R&D in the technical field.And comprehensive utilization of multiple methods should be attempted to continuously optimize the specific operating mechanism.
