| Development of S&T has taken on new characteristics as a result of globalization and knowledge economy. Having analyzed and judged entirely worldwide situation and domestic strategic demand, national government has established Middle and Long Term Program of National S&T Development (2006-2020). To build innovative country, it is determined for government to support the development of industrial generic technology in the Program. Industrial generic technology has eminent role in improving industrial structure and competitive ability, therefore it is important to study its innovation mechanism, compose its sharing mechanism, enhance the construction of its innovation platform, perfect its innovation system, optimize its innovation environment and quicken its proliferation and application.In this thesis, major researches and innovations include:First, after analyzing related literature, the fundamental and important status of industrial generic technology in the whole technology innovation chain and its importance to economic development are pointed out. It can be classified from three angles including :commonweal, sharing extent and importance, accordingly, . it It is also necessary for the government to pay different attention. Moreover, the judging criterion of industrial generic technology is studied and put forward.Then, the complexity in evolution and innovation of industrial generic technology is analyzed. Innovation system of industrial generic technology is studied deeplyin depth, and then its framework is then established. Operation mechanism including the interaction among innovation elements, adaptability of innovation elements to the environment and emergence of innovation network is researched. The Operation operation mode of innovation system of industrial generic technology is analyzed, and the domestic operation mode is designed consequently. Sharing and proliferation mechanism on different types of organizations are studied respectively. The inspiration mechanism of industrial generic technology is put forward, which includes organizational, economic and immaterial inspiration and the three means can be combined rationally according towith the change of time and condition. A set of evaluation mechanism includes evaluation on risk, process, performance and their integration, and index system and relevant model of evaluation are studied. A platform system is designed which includes, including cooperation platform among enterprise, academy and institutes, innovation supporting platform and innovation serving platform, is designed. According to the characteristics of national innovation system about at the administrative level, structure and region, construction mode of regional innovation platform for industrial generic technology is concluded and put forward. Index system and model for platform's evaluation are established.And then, base on discussing discussion of organizational modes of innovation and sharing in foreign and domestic electric vehicle generic technology, problems of domestic electric vehicle industry are analyzed, multiMulti-level system framework of innovation and sharing platform for domestic electric vehicle generic technology is designed roughly, and relevant policy suggestions are put forward.Finally, In order to promote the innovation and sharing of domestic industrial generic technology, policy suggestions are put forward which , includes including setting up special research programs, composing regional innovation platforms, innovation platform systems and perfecting sharing mechanism.
