Research On Appraisal Efficiency Of The Science & Technology Special Fund Allocation In The Heilongjiang Province Based On The New Budget Law

Today, technology has become the main driving force to promote social progress and development. From the perspective of input-output in technology , how to improve the allocative efficiency has become an important research topic. Under the background of the development of science and technology as the focus of the whole country, the total amount of science and technology investment in Heilongjiang province has also become the trend of increasing year by year. But the special fund of science and technology investment and allocation of weight is still not up to the best state. There is no basis for the configuration of the effective way. Under the background of the promulgation of the new budget law, study on Heilongjiang Province Science and technology special fund allocation status and the for evaluation and optimization, to improve the Heilongjiang Province Science and technology special fund allocation efficiency, is of important significance for speeding up the acceleration of progress of science and technology in Heilongjiang Province.In this paper, we study the main content of the new budget law related to science and technology special fund, the key points as well as the impact on the future of science and technology special fund allocation. In the background of promulgated the new budget law,this paper studied the status quo of Heilongjiang province science and technology special fund input and output. Using the combination of theoretical and empirical analysis method,this paper analyzes and evaluates the allocation efficiency of science and technology special fund in Heilongjiang province.Specifically, this paper firstly introduces the basic theory and the classification characteristics of science and Technology Fund. Through statistical data analysis, this paper summarizes the relevant theories at home and abroad, and the evaluation of the status of the allocation of science and technology special fund in Heilongjiang Province. Secondly,according to the evaluation index and the C2R and BC2 model of DEA, the evaluation model of the allocation efficiency of science and technology special fund in Heilongjiang province is established in this paper, by the method of National level and provincial level. Finally, from 2002-2014 science and technology input and output, this paper analyzes the Heilongjiang provincial level scientific and technological special fund allocation efficiency. At the same time, the allocation efficiency of the main provinces and autonomous regions of China in 2014 was calculated and measured. According to the configuration mechanism, configuration structure and configuration environment and value orientation,the paper puts forward the countermeasures and suggestions on the allocation efficiency of science and technology special fund. These suggestions will enhance the allocation efficiency of science and technology special fund in Heilongjiang Province.
