An Research On Repeated Fund To China's Science And Technology Papers

Science Foundation system is a kind of prevalent finances support way in study research in today's scientific community and does great important contributions of the improvement and the development of the scientific research in China. But, following the development of the Science Foundation system in deeply, a number of scholars and research institutions are repeated and multi apply of funds, repeated apply project funds occurred in the ministries sometimes, especially focus on the Fund thesis in the multiplication sustentation. Paper under the Science Foundation sustentation is the important outputs of the research and is the important evaluation performance of the effect of the implementation of the funding. About the fund's quantitative research of the Thesis has lots of related work in the whole world, including the subjects'distribution of the fund thesis, the proportion of the Fund papers, and the direction of the research in the funds papers etc. However, there is almost none background research in multiplication sustentation of Fund paper. So multiplication sustentation of the science funds as our new project to deeply research has an important meaning of the Science Foundation system in china.In this paper, selected 14 kinds of representative scientific papers as the research objects that is ranking on the top two in the source of scientific papers statistics SCI Journal Impact Factor in the biology, mechanics, physics, mathematics, chemistry, astronomy and geography, that based on 7 subjects in the "China Journal Quotation Report of Science and Technology", try to using bibliometrics and relevant comparison methods, from the quantity of Funded papers, the quantity of the Funded, Fund institutions, paper quality and some other aspects to analyze the currently status of the multiplication Fund. Based on 7 subjects of 14 kinds of scientific journals 2454 paper, we get the following conclusions through the analysis and the statistics.First, the rate of reiteration Fund is very high in the current scientific thesis in china, and the rates is up to 44.01%, 52.48% for the repeat-funded scientific papers.So it indicates the phenomenon of repeat-funded research in our country is so prevalent. Especially Biology, which is received the most repeated funded in the basic subjects.Second, the most important phenomenon is that the quantity of received two different funded thesis is the most bigger than others from the statistic of all funded papers.Third, focus on the research and analysis of the authors'department of repeated funded thesis, we can found that the University is most of the unit to get most of funded thesis, followed by research institutes, laboratories and government departments, enterprises and institutions.Fourth, in all the projects of the repeated funded, the largest proportion is the National Natural Science Foundation. It is the most common combination is that the National Natural Science Foundation and the provinces and municipalities funded mixture.Fifth, through the relevant comparative analysis of the number of papers, we can found there is no correlation of the quantity of received funded papers and the rates of cites/quotation, it indicate that the number of papers to get a subsidy does not directly affect the number of quality papers, and there is no evidence to show that multiplication funded can bring a high quality thesis.
