Reform in our country’s real estate market since 1998,the real estate industry has become the national economic growth stage,with economic development and social progress,the first-tier cities and some of the "new line" city real estate prices soaring,eastern and western regional differences obviously,market regulation failure phenomenon,our country real estate market chaos.Now the country needed strong policy measures to control the real estate market irrational prices,the real estate market return to rational,healthy and stable and orderly development.On January28,2011,the state council decided to Shanghai and chongqing as a property tax pilot,the people across the country have high hopes of levying real estate tax policy.Based on the above background,this article first through to our country real estate tax policy review calendar year,emphasis on the property tax pilot reform of content and effect analysis,and through the real estate system compared with foreign developed countries,according to China’s basic national conditions,using the experience of related systems;Then according to the real estate tax and related theoretical basis,the real estate market of real estate tax is imposed on Chinese residential commercial housing price conduction mechanism and theoretical analysis in detail.Based on the selected data from 35 large and medium cities in China using the dual difference model to carry on the empirical analysis,eliminating the influence of other policy effect,using GMM method for inspection of a property tax policy of our country whether inhibition and residents residential commercial housing prices on the policy whetherform expected effect;The final conclusion residents didn’t form expected effect on the property tax is imposed,according to the empirical results demonstrate that the interaction effect of levying real estate tax policy expected coefficient is(0.0664)is negative,but not significantly,shows that the property tax is imposed on Chinese residential housing price impact is limited,at the same time from the real estate market demand,the real estate market supply and policy implementation process three Angle analysis of the reason,the basic national conditions of our country put forward the corresponding policy recommendations. |
