Housing is the basic conditions for human survival. From the ancient caves to themodern concrete, the people are inseparable from the need for housing. With thecontinuous development of the national economy, the urbanization rate continuesto increase. The expanding of the city and development of industry, making themost of the population highly concentrated in cities and towns. The populationproduced a huge demand for urban land and housing area, making the land pricesand housing prices all the way up. Coupled the primary stage of socialism withsome of the actual situation such as the income gap, serious polarization,resultingthat the low-and middle-income and lowest income households are unable to payfor their housing. Especially in low-income family housing. In this context, China’sgovernment attaches great importance to the improvement of the housing securitysystem, clear as an important duty of the government’s public service. Acceleratethe build and improve the housing security system, to give priority to solving thehousing problems for low-income families in cities and towns to ensure the socialstability and unity to achieve sustainable economic rapid development of buildinga moderately prosperous society.The size of city, the level of economic development and the development of realestate market in Xi’an can be a representative example of the second-tier cities. The real estate market performance is sufficient to represent the overall level ofsecond-tier cities to a certain extent. In this context, taking Xi’an for an example instudying the effect about indemnificatory housing policy on the prices of realestate may help us to understand the implementation of government policy aboutcontrol real estate market. Which has the certain representation and typicalsignificance.Mainly study on indemnificatory housing policy concentrated problems whicharose in the running of the indemnificatory housing policy.And most existingresearch focuses on the analysis of policy shortcomings, as well as how to improvepolicies, to achieve policy objectives, or the problems in the qualitative researchfrom a policy point of view of indemnificatory housing. The innovation in thisarticle is that learning from Chinese and foreign research of indemnificatoryhousing through the context of running and the status of supply and demand forindemnificatory housing policy, taking indemnificatory housing policy in recentlyfive years as an example, through a lot of statistical data and survey data, thenstudying on the current status of indemnificatory housing system, as well asresidential real estate development status.With these methods,giving somesuggestions on perfecting the indemnificatory housing system effectively. Themain results are the following aspects:The minimum security standards for indemnificatory housing, the overall supply ofindemnificatory housing and the housing fund have a Obvious effect aboutordinary commercial housing market.1: in the view of the minimum security standards for indemnificatory housing, increase the low-rent housing subsidies willmake the real estate prices fell;2: in the overall supply of housing factors, housingarea and land supply can affect real estate prices. Increase indemnificatory housingconstruction area, as well as the completion of the area also makes real estateprices fell. From view of the supply of land, low-rent housing land supply will leadto the decline in housing prices;3: in view of the housing fund, enhance yearprovident fund to pay deposit interest rates can significantly inhibit the rise inhouse prices.The authors suggest that in improving the indemnificatory housing system isavailable from the following four aspects, raising the minimum security standardsand scope of indemnificatory housing; to ensure that the overall supply ofindemnificatory housing; to expand the standard of housing provident fund;improve housing information system to improve the protection room to exit thesystem.
