| Improving the backwardness in poverty-stricken areas and promoting the poor to get rid of poverty and achieve prosperity is the moral principle to build a well-off society in an all-round way as well as the fundamental guarantee of the sustainable and healthy development of economy and society.Longnan City is an area deepest in poverty degree and largest in poverty scale in Gansu Province;whether it can get rid of poverty comprehensively on schedule concerns not only the vital interests of the poor but also the big picture to build a well-off society in an allround way in the province and the state.In 2013,based upon the city situations and after the objective analysis of natural conditions,resources,development foundation,location advantages,the stage characteristics of economic and social development,the municipal party committee and municipal government of Longnan formulated the "433" development strategy,seizing the opportunities of "Internet+" to innovatively propose the concept of "poverty relief by e-commerce”,taking e-commerce as its main direction to help farmers get rid of poverty and to speed up the economic and social development.With targeted policies implemented as well as more than four years of practical exploration and unremitting efforts,the poverty relief by e-commerce work in Longnan has achieved obvious results.It has been made important instructions by Prime Minister Li Keqiang and Deputy Prime Minister Wang Yang successively and has been praised in writing in the third big supervisions under the state council.Longnan City has been awarded the honorary titles of "National Demonstration City for Poverty Relief by E-commerce" and "Provincial Demonstration City for Poverty Relief by E-commerce" by the Poverty Relief Office of the State Council and that of Gansu Province.With the development of Internet technology,the marketing method of enterprise also experienced great changes.Apparently,the 21 st century is the era of information technology,in which the network technology is an important content.As a new slogan put forward in recent years by our country,targeted poverty relief has achieved good results after years of practice.In Longnan,for example,the number of online shops has reached nearly 10,000 by June 2017,which is of great significance to promote employment and increase the local revenue.According to the statistics,17522 jobs were created after the policy of poverty relief by e-commerce was implemented.While e-commerce development has made remarkable achievements in Longnan,it is faced with a series of "bottlenecks" and difficulties.Firstly,located in remote mountainous area in the northwest,Longnan is characterized by poor location,bad transportation and blocked information,resulting that many high-quality agricultural products in Longnan are not known by the world and cannot be converted into economic benefits,thus fundamentally restricted the increase of industry’s efficiency and farmers’ income.Secondly,local cadres and masses are outdated in ideas and ideologies and lack of understanding of e-commerce,thus the support of the long-term development of the e-commerce is underpowered.Thirdly,some other factors,such as unsound logistics network in rural area,unequipped broadband network,insufficient funds and deficient reserve of e-commerce talents,have also restricted the further development of e-commerce.To achieve the poverty relief by e-commerce under the background of "Internet +",it imposes higher requirements on the basic conditions and talent support on implementation of targeted poverty relief.The author holds that,in order to take the "high speed train" in such information era for the targeted poverty relief work in Longnan in future,it needs to address the "bottleneck" problems from the following aspects: increase investment,improve the coverage of broadband and logistics in rural area;improve quality and efficiency,improve the standardization level of agricultural products;give targeted support and give play to the role of demonstration lead;innovate mode and speed up the team building of e-commerce participants. |
