Can Self-governing Science And Technology Institutions Promote The Scientific And Technology Achievements Transformation Of Enterprises?

Scientific achievement transformation is pushed to the forefront of hot words in the tide which advocates all people to take part in more innovation and entrepreneurship.When we research the Scientific achievement transformation,we must consider that the enterprise is a very significant subject.So the research on the scientific achievement transformation of enterprises is very necessary.By Super efficiency DEA model,this paper evaluate the level of scientific achievement transformation of enterprises from three dimensions which include the the transformation efficiency of scientific and technological input and output,output of achievements,and achievement transformation.The target is to help enterprises and relevant government departments in practicing the provisions about implementing the the law of the People's Republic of China on promoting the Scientific Achievement Transformation(2016,March)and action plan for promoting scientific achievement transfer and transformation process(2016,May),and to find problems in time in the form of quantitative indicators.So that enterprises can put forward effective measures.In addition,in the process of the scientific achievement transformation in enterprises,there is the well-known Bell LABS in America.Meanwhile,our country also encourage enterprises to set up self-governing institutions of science and technology.Further research focused on the role of science and technology institutions established by enterprises in the transformation of scientific and technological achievements is through the regression analysis of 403 high-tech enterprises in Shanxi province during 2011-2014.The regression analysis results show that self-governing science and technology institutions by enterprises have a positive effect on scientific and technological achievements,and increasing the number of highly educated personnel in science and technology helps to promote the transformation of scientific and technological achievements of the enterprise.Enterprises can according to the current location and the demand,appropriately increasing the ratio of highly educated personnel in the enterprise of science and technology personnel in the enterprise of science and technology personnel.Based on the research of Shanxi Province high and new technology enterprise in the macro,the case study is given priority to with individual case analysis,which comes from those 403 high and new technology enterprises.The selected new and high technology enterprise,especially self-governing science and technology institutions by itself,is very representative so that further qualitative analysis and verification can expand effectively.On the one hand,the scientific and technological achievements transformation evaluation system constructed by the author can be used to carry on the horizontal and vertical evaluation of the enterprise,and the following research can further support the conclusions drawn from the previous study.On the other hand,in view of this self-governing science and technology institutions by enterprises in the Municipal Technology Center assessment were rated as excellent,so the author use characteristic analysis on the operation status,combined with the specific circumstances,experience and advantages of the institutions.The conclusion can effectively provide experience and demonstration for other enterprises when they want to consummate their self-governing institutions of science and technology.Especially through the analysis of specific cases,the actual use of the enterprise transformation of scientific and technological achievements evaluation system can be valid reference,and the individual enterprise can also evaluate the efficiency of scientific and technological achievements of their own.Scientific evaluation can provide the basis for assessment,reference and tracking,and conduct the follow-up work timely of scientific and technological achievements transformation in order to strengthen the transformation ability.If we help the enterprises use efficiency evaluation by this scientific way,the problem which occurs in the process of transformation can be accurately identified and corrected.In this paper,the combination of theoretical,empirical analysis and specific cases is used to explore the role of self-governing science and technology institutions by enterprises in the transformation of scientific and technological achievements.As well as by quantitative and qualitative methods,some corresponding suggestions and countermeasures are put forward,which can provide more reasonable and targeted reference for Chinese enterprises to improve the transformation ability of scientific and technological achievements.
