Research On The Comprehensive Budget Management Of S Auto Rental Company

With the rapid development of market economy, comprehensive budget management, as an effective management mechanism, has gradually started to gain the attentions of business managers for its many advantages, e.g. optimizing resource distribution, controlling production and operation cost, enhancing anti-risk ability, strengthening internal management,and improving overall management level and the competitive power. There are many problems in the implementation of comprehensive budget management in medium size car rental companies, for example S Auto Rental Company, because of the limitation of traditional business mode and the influencing of the corporate culture. But with the intensifying competition of the car rental market, many companies have started to explore the application of comprehensive budget management. S Auto Rental Company, especially, is experiencing a special period of change of equity and reformation of organizational structure,the implementation of comprehensive budget management has became the primary task of maintaining consistent with its parent company's management practice. Therefore, it is extremely important with practical significance to establish a set of scientifically and effectively comprehensive budget management mechanism to an enterprise.A series of comprehensive budget management improvement plan was put forward for S Auto Rental Company based on the studying of relevant theory and its specific circumstances,also based on the analyzing its current status and existing problems on applying comprehensive budget management. First of all, the background and objectives of this study were clarified, relevant foreign and domestic research statuses were summarized, and then the research methods were introduced. In order to better understand the connotation of comprehensive budget management theory, many theories such as the corporate governance theory, the incentive theory, and the contingency theory and some other related theories were introduced. Secondly, with the external environment of auto rental industry analyzing, basic circumstances and management situations of comprehensive budget management of S Auto Rental Company was elaborated, problems existed in the management process were summarized, and the causes of the problems are analyzed with details. Finally, reasonable suggestions were put forward based on the specific circumstances of the company, an improvement plan of comprehensive budget management for enterprises was accomplished on several aspects such as the positioning of the budget system, the establishment of budgetsystem, the improvement the budget execution and control system, and the budget assessment system.In this paper, based on the S Auto Rental Company's current status, an improvement plan on comprehensive budget management was designed. It provides theoretical guidance on its practical operation to implement comprehensive management. Also, with the experiences gained during the implementing process, it provides references for the enterprise's future development.
