Study Of Accelerating New Rural Construction And Promoting The Development Of Urban-rural Integration

Since 2009,in accordance with the overall plan and objectives and requirements of urban and rural development,Jinchang has insisted the "four modernizations" developing.Six aspects and nine major security mechanisms were reformed and established according to the developing direction of Industry,Agriculture promoted by industry,Driving each other and Harmonious Sharing.New ways of urban and rural integration conforming to Jinchang reality and with characteristics of the western arid areas were explored.By 2013,periodic results in urban and rural integration development of Jinchang have been achieved,which has been fully praised by GanSu provincial government and adjacent cities.Jinchang,together with Lanzhou and JiaYuGuan,has been listed as the pilot cities in promoting the integration of urban and rural development.In 2015,Jinchang has been listed as a national new-type urbanization pilot city,urban and rural integration in Jinchang has stride into the stage of new-type urbanization.However,many problems have been found in the course of practice and exploration,such as under-development rural life style,hardness in famers' training and transportation,weakness in industrial development,low enthusiasm in land circulation and the huge amount of infrastructure construction.Therefore,it's a long way to achieve a high level integration of urban and rural areas.To solve the difficulties and problems that encountered in the development of urban and rural areas in Jinchang,we must find theoretical basis,draw lessons from other cities' experience,combine with local reality,analyze the causes of the problems seriously,seize the main contradictions and hit the key link.Through the comparison of development direction,advance mode and guarantee system to find out feasible methods and measures and to provide the theoretical guidance and practical experience for further promoting the integration of urban and rural development.Based on this thinking,the paper studied and analyzed the concept,connotation and relationship between new countryside constructing and urban and rural areas integration.At the same time,referring the theories and practice both in domestic and foreign,and taking Jinchang of Gansu Province as the research object,lots of experience,problems and gaps were summarized in this paper.We expect to track out appropriate idea and measures to advance Jinchang's urban and rural areas integration through this work,and hope to accumulate and create new experiences and provide a test site of urban and rural areas integration for Gansu province,western areas and even the whole country.
