Research On Management Dilemma And Strategy Of Rural Collective Assets

The Party central committee and state council attaches great importance to the rural collective assets management,there are clearly requirements in the central file.In 2014 the first central file explicitly put forward: "Strengthen the rural collective funds,assets,resource management,and improve the assets management and operation level of collective economic organizations,developing rural collective economy".In 2016,the party central committee and state council reinforce the management of rural collective assets,emphases on the classification,property liquidation and evaluation,property rights,and financial management."Twelfth five-year" period,the total of rural collective assets has a high inflation.By the end of 2014,the total amount of national rural collective assets in book are 2.6 trillion yuan,excluding resource assets,the average amount per village are 4.473 million yuan,and there are 446 million hectares rural collective land in total.However,the chaos of rural collective assets' management result in dissatisfaction with the peasants and a large number of farmers' petition,or even to visit the event,is not good at the collective economy development.In many areas of China,rural collective assets are undervalued,generate corruption,embezzlement,occupy or damage,wasteful,and ownership changed illegal at random,without oversight or ineffective supervision in the collective enterprise restructuring process.According to the 2015 China agricultural yearbook,by the end of 2014,there are around 1.1411 million disputes result from Rural ground contractual and operating right.Collective capital in villages is the important material foundation for developing rural economy and realizing the common prosperity of farmers.There are great significances in strengthening rural collective asset management.It's good for maintaining the legitimate rights and interests of rural collective economic organizations and rural masses,increasing farmers' property income,enhancing the rural collective economic strength,improving the farmers' satisfaction and sense of gain,maintaining harmony and stability of the rural social.The paper use literature research,comparative research and system analysis and other methods to elaborate the main contend:The first part of this paper is the introduction,which mainly focuses on the background,significance,contents,methods and objectives of this topic,summarizes and comments on the research status of the management model of rural collective assets in home and abroad.The second part of this paper,mainly expounding the concepts,classifications and the sources of the rural collective Assets.Besides,summarizing the theoretical and realistic basis of the thesis to shape the theoretical foundation and realistic background.The third part of this paper,based on the review of documents on the management of Rural Collective Assets and other related documents in and abroad,several important concepts related were clarified.The fourth part generally summarized the current situation of the rural collective Assets management,studied and concluded the problems faced in managing the rural collective Assets.The fifth part talks about three typical management of rural collective assets in Yangtze River delta area.Introduce the successful experience governance of Shanghai,Jiangsu and Zhejiang province,then summarizes the inspiration to our country so that we could study and better from their experience.The last part focuses on the construction for the management model of rural collective assets.Firstly,according to the governance dilemma and successful experience of Yangtze river delta area,the practical solutions and principles in managing rural collective Assets were put forward,to shape the systemic management model of rural collective assets.In a word,this paper analyses the management model of rural collective asset in Yangtze River delta area,and put forward the systematic and practical solution to improve rural collective assets management.
