Medical security system as an important part of the social security system,has always been related to the people’s livelihood,to solve hundreds of millions of national medical problems,build a harmonious society,protect the people live and work an important system."New medical reform" program clearly put forward vigorously develop the agricultural and pastoral health service system,the new farming and cooperative medical system is the development of agriculture and animal husbandry medical and health service system an important carrier,its importance with the "new medical reform" once again be reflected The The new cooperative system of agriculture and animal husbandry has been piloted in January 2003 to achieve the goal of basically covering the farmers and farmers in 2015.It has achieved great success in improving the difficulty of seeing and treating farmers and herdsmen.As the pilot unit of the second batch of new rural cooperative medical system in Xinjiang Uygur Autonomous Region,the practical experience and lessons of Tacheng City are of great significance to explore and solve the problem of medical security in poverty-stricken agriculture and animal husbandry.After five years of practice,in the system construction and implementation of the effect have a greater contribution,but in practice also highlights a number of problems,such as migrant workers and reimbursement of the issue of reimbursement,the level of service providers to provide services,Risk issues.In this paper,through the combination of empirical research and literature research,this paper evaluates and analyzes the present situation of the development of new farming and animal husbandry cooperative medical system in Tacheng City.Through the access to literature,the issuance of questionnaires and field interviews,combined with the local socio-economic and health care development,analysis of the development process,the status quo and the main problems facing.This paper first introduces the characteristics of the new farmer-animal husbandry cooperative medical system in Tacheng City.Secondly,it evaluates the performance and experience of the system through the evaluation of multiple operation indexes such asparticipation rate,fund utilization rate,compensation rate,benefit rate and herders’ satisfaction degree.Quantitative research,re-analysis of the main problems and shortcomings in the implementation of the system,its scientific,rational and restrictive factors for qualitative research;Finally,according to the actual situation of Tacheng proposed sustainable development proposals and countermeasures.Through the investigation and analysis,this paper argues that the new farmer-animal husbandry cooperative medical system in Tacheng has made rapid progress and achieved great results.Its practical experience is worthy of reference from other poor agricultural and pastoral areas.But the problems in practice have restricted the sustainable development of the new cooperative management of agriculture and animal husbandry.In view of these problems,this paper puts forward some suggestions to strengthen the functions of management institutions,improve the level of medical service,pay attention to the problem of overseas workers’ participation and strengthen information construction,so as to provide reference for the development of new farming and animal husbandry cooperative medical system in other poor agriculture and animal husbandry areas.
