Research On Evaluation Of Implementing General Land Use Planning In Wensu Country

Since 1980,China has experienced three different planning guiding ideology,different concept of development and implementation of the work from the first round of planning "a dinner,two construction" of the planning target to the plan of "innovation,harmony,green,open and sharing" concept of development,China’s land management the system of norms and people’s understanding of the development of land use in continuous improvement.Planning the implementation of the evaluation work in the implementation of the entire planning process has been the focus of concern,through the correct evaluation,can reflect a city in the planning period,planning the implementation of the results,and the rationality and feasibility of planning.Through the planning and implementation of the evaluation work,we can find and modify the planning in the implementation of the process of unreasonable,while planning to provide targeted suggestions and initiatives.After the implementation of the assessment of related literature by reading a lot of planning,finally chose to use space to build a double evaluation model with a more objective and reasonable model and comprehensive evaluation model,and puts forward the spatial deviation from the theoretical model,space layout,and other aspects of the implementation of indicators of Wensu County,the current land use planning scientific and accurate evaluation the evaluation results are as follows:(1)first based on the comprehensive evaluation model for the quantitative evaluation of the overall planning of land use in Wensu County,the evaluation score is 92.17 points,the implementation of planning is good,but Wensu County intensive overall score is not high,the per capita urban industrial land is out,but overall is relatively high,the per capita rural residential land scale goal realization degree 82.43,all two or three industrial output value of 80.25 points,urbanization and land use increase coefficient of 78.86,fully shows that the Wensu county city,rural and industrial park land use intensive degree is not high,the problem is obvious waste of land expansion.(2)according to the space agreement proposed space deviation,fittingcorrelation model.The results show the development of agricultural land in Wensu County migration is more serious,from the deviation,deviation of cultivated land is1%,woodland 1.12%,garden 0.76%,grassland was 0.21%,other agricultural land has offset 2.48%;from fitting look at the land for 0.95,woodland 0.85,garden 0.84,grassland was 1.04,other agricultural land is 1.43,the data show that the implementation of agricultural land planning process,change the map spot in nearly half or more than half of the patches do not meet the planning,the core is mainly due to local farmers planning awareness is weak,the main with the market and government oriented change often planting method,at the same time Industrial Park of heavy industry pollution affecting land growth environment,resulting in land degradation.Through the comprehensive evaluation model and spatial deviation,fitting the model conclusions can be found two models can well reasonable assessment of the plan,the two are complementary to each other,the comprehensive evaluation model is through quantitative analysis of planning objectives and targets to reflect the overall planning is completed,and the spatial deviation and fit from the spatial distribution of land use change inversion planning and implementation status.At the same time,the two models can be used to evaluate the overall planning of Wensu county.
