Research On The Integration Of Medical Insurance For Urban And Rural Residents In Dongying

China successively set up the system of medical insurance for urban workers in 1998 and the new rural cooperative medical care system in 2003,including the urban workers and rural residents.On the basis of good results in this two system,the state council selected 79 cities across the country to try the medical insurance for urban residents in 2007.As one of the first batch of pilot cities,Dongying established the basic medical insurance system for urban residents in October 2007,and constructed the basic medical insurance system which consisting of three medical insurance system: the medical insurance for the urban residents and workers,the new rural cooperative medical care system for the peasants.In 2012,in view of all sorts of malpractices which caused by the urban residents medical insurance and the new rural cooperative medical care system,Dongying city actively by way of using the experience of advanced region,combining with the practical and innovative ideas,took the lead in province to complete the urban residents medical insurance and the new rural cooperative medical care system as a whole integrated,the residents medical insurance system from the "double track" into "a net".Later,in view of the problems of the process of system running,Dongying spent one year to establish a new system of medical insurance payment method.Dongying provides the precious experience to other districts of the development of medical insurance for urban residents.However,with the continuous development of economic society and the reform,Dongying urban and rural residents medical insurance appears many problems,for example,how to improve financing mechanism,how to balance income and expenses of fund,how to further strengthen basic medical and health service system construction,how to build long-time care insurance system for old persons?Therefore,this article selects the reform of Dongying urban and rural residents medical insurance system as the subject,based on the theories of public goods and welfare economics,social justice and equal service,by methods of field research and literature analysis,comparative research and other research methods,in-depth analysis and research of Dongying city as a whole of urban and rural residents basic medical insurance present situation,existing problems and the suggestions to solve the problems.It will enrich the relevant theories of urban and rural residents basic medical insurance system in China.The first chapter of this article is the introductory part,the second chapter mainly introduces the conceptions,the third chapter introduces the reform and practice of the basic medical insurance for urban and rural residents in Dongying City,the fourth chapter focuses on the problems and reasons of the residents medical insurance of Dongying,the fifth chapter is the experience of advanced areas,the sixth chapter is the suggestions to development of basic residents medical insurance of Dongying.
