Coping Research On The Operation Risk Of The Employee Basic Medical Insurance Fund In Gansu Province

The employee basic medical insurance has played an inestimable role in maintaining the health rights and interests of the people and promoting economic development and social stability since the establishment in 1998.However,in recent years,the integrated areas on a nation-wide scale are increasing,where employee basic medical insurance fund cannot make ends meet in the current period,some areas even appear the accumulated surplus fund deficit.How to prevent and solve the problem of employee basic medical insurance fund deficit,to ensure the fund operating safely and sustainably has become an important subject to study.The employee basic medical insurance in Gansu province also faces many risks,especially the potential risk of the fund balance appearance.Guided by market failure theory,welfare economics theory and risk management theory,this paper analyzes the development course,system policy and overall operation of the employee medical insurance in Gansu province.This paper focuses on the operation status and problems of the employee basic medical insurance fund,using literature research,field research,comparative analysis and other research methods.From the influencing factors of employee medical insurance fund income and expenditure,this paper analyzes deeply the causes of the operation problems of medical insurance fund in Gansu province.On the basis of the domestic experience of Ningxia Hui autonomous region,Dongguan of Guangdong province and foreign experience or enlightenment of Germany and Brazil,this paper presents the concrete measures keeping the sustainable development of the employee medical insurance fund in Gansu province.The measures have important practical significance to the development of the employee medical insurance in Gansu province,and also be used for reference in other provinces and cities.The main conclusion of this paper is that the increase of the employee basic medical insurance fund expenditure in Gansu province is higher than income increase,and the risk of the fund operation is increasing.Second,the factors of the operation risk of the fund are various.Third,to resolve the operation risk of the fund must be comprehensive in Gansu province.
