Small and medium-sized manufacturing enterprises occupy an important position in supply chains of China,but China’s small and medium-sized manufacturing enterprises exist various safety accidents,serious occupational injuries,poor safety performance and other problems.The low level of work safety of small and medium-sized manufacturing enterprises will not only adversely affect the reputation image and the continuous and stable supply of the core enterprises in the supply chain,but will also endanger the performance and efficiency of the whole supply chain.At present,the government regulation,supplemented by the common governance of stakeholders has become a new model of work safety management.As the key stakeholder of small and medium-sized manufacturing enterprises,the core enterprise is in the leading position in the supply chain,and the governance mode of the core enterprises to regulate the work safety behavior of small and medium-sized manufacturing enterprises is also attracting more and more attention.However,the theoretical and practical research on the incentive and restraint measures of the core enterprises(including large multinational corporations)in the supply chain on the work safety behavior of small and medium-sized manufacturing enterprises in China is rare.Based on the above background,this paper takes the core enterprises and the small and medium-sized manufacturing enterprises in the secondary supply chain as the research objects,how to play the leading role of the core enterprises to implement incentive and restraint measures on the work safety behavior of the core enterprises in the supply chain,and promote the small and medium-sized manufacturing enterprises work safety level,to ensure the normal operation of the supply chain as the themes of research.First of all,the specific practices and the practical dilemma of the core enterprise to standardize the work safety behavior of the small and medium-sized manufacturing enterprises in the supply chain is analyzed by the literature research method,and then the solutions of the dilemma is explored by means of the signal game model and the incentive contract model.Finally,suggestions of the effective role of the core enterprise to regulate the small and medium manufacturing enterprises work safety behavior are put forward by case analysis of Apple Inc.The main findings are as follows:(1)When the core enterprise standardizes the work safety behavior of the small and medium-sized manufacturing enterprises in the supply chain,the small and medium-sized manufacturing enterprises have two kinds of work safety immoral behaviors.(2)By adjusting the parameters of signal transmission cost can avoid the small and medium-sized manufacturing enterprises’ first type of work safety immoral behavior effectively.(3)By adjusting the incentive contract parameters to promote small and medium-sized manufacturing enterprises’ agreed effort consciously,so as to avoid the second type of work safety immoral behavior.(4)Apple Inc.has experienced three changes in the history of supply chain work safety management,The supply chain work safety management model of the "standard + factory inspection + audit" is worth learning.(5)Based on the model conclusion and case study,the countermeasures and suggestions of avoiding these two kinds of work safety immoral behaviors are put forward.
