PPP model can effectively alleviate the financial pressure of government investment in infrastructure construction and promote regional economic development and social progress.So it has become an important mode of transportation infrastructure.However,it is not all of the traffic infrastructure projects are suitable for PPP model,Value for Money(VFM)is a kind of evaluation standard of judgment whether to adopt PPP mode instead of the traditional government procurement mode to implement infrastructure and public service projects.Due to the characteristics of quasi-public goods,the transportation infrastructure projects have economic benefits and social benefits.Based on this,this paper puts forward the VFM decision making method considering the social benefits of transportation infrastructure projects.Based on the current situation of decision-making of PPP projects in China,this paper summarizes the existing problems in the qualitative evaluation and quantitative evaluation of VFM of PPP project.According to China's current value in the process of qualitative evaluation,the evaluation information of experts is often fuzzy and uncertain degree,so this paper will introduce the theory of intuitionistic fuzzy set value of qualitative evaluation,and solve the problem of evaluation index weights and expert weights were not enough objective,according to the experts' evaluation information matrix calculation expert weights and evaluation index the weight,and calculate the comprehensive score of PPP mode and the traditional mode,then selecting the project is using PPP mode or not,and finally to the feasibility of an example of intuitionistic fuzzy sets the qualitative evaluation model is verified.The VFM qualitative evaluation method based on intuitionistic fuzzy considering different weights of expert more to meet the needs of practice,combined with the specific circumstances of different project evaluation information matrix one-time to determine the index weight and expert weight by experts,to improve the traditional evaluation method,the evaluation results are more objective,more in line with the actual project requirements review.For the quantitative VFM evaluation of the transportation infrastructure PPP project,based on the previous research on the social benefits,this paper puts forward the method of measuring the social benefits of the transportation infrastructure.Considering the change value of dynamic traffic infrastructure projects,analysising the option characteristics of transportation infrastructure projects,the quantitative calculation of the option value of PPP project,improve the PPP project value evaluation method of quantitative calculation,and finally to Beijing metro line four as an example of empirical research on the quantitative evaluation method of improved VFM.The analysis shows that considering the transportation infrastructure PPP project social benefit to the VFM evaluation,the evaluation of a wide range,can avoid this should be immediately implemented,the social value of the project was delayed,resulting in decision-making mistakes.Considering the dynamic changes of project value in VFM,option value using the flexible mining project management implied,more in line with the management of changes in the market in pursuit of the interests of the target,the evaluation result is more realistic.
