Path Dependence In The Implementation Of Poverty Alleviation Policy

With the further development of the rapid advance of industrialization,marketization,urbanization,the social gap between the rich and the poor,which relates to the problem of poverty has become more and more complicated,the government in order to solve the problem of poverty,to achieve the goal of poverty reduction has promulgated a series of policies,followed by the policy implementation problems are more and more,the policy implementation problems directly affect the path dependence China's poverty alleviation process.The path dependence of policy implementation may lead to the waste of policy resources,the low efficiency of the implementation,and the deviation of the poverty alleviation policy objectives.Therefore,this paper argues that the key point to solve the path dependence of poverty alleviation policy is to improve the initial environment,institutional innovation and the evolution of the policy execution system.Based on the path dependence theory,system theory and public choice theory as the cornerstone of the destitute areas in Zhenxiong County as the object of analysis of poverty alleviation policy implementation,combined with the field survey of the local,execution path dependence makes preliminary research on local government poverty alleviation policy.The article is divided into five parts.The first part is the introduction,which mainly introduces the purpose and significance of this study,research status and research methods at home and abroad.The second part is the basic theory analysis of the path dependence of poverty alleviation policy,which is the theoretical basis of this paper.The third part is the implementation of poverty alleviation policy in Zhenxiong.The fourth part of Zhenxiong county poverty alleviation policy implementation path dependence and reason.The fifth part is to get rid of the path dependence: the thinking of the implementation of poverty alleviation policy.The sixth part is the conclusion and Prospect of the future research.This paper believes that the implementation of path dependence from theperspective of Poverty Alleviation Policies,implementation of local poverty alleviation policy in our country,has very important significance to the effective implementation of China's poverty alleviation policy,help achieve China's poverty alleviation policy objectives,and the research can also enrich the research of poverty alleviation policy implementation problems.
