Study On The Implementation Of Precision Poverty Alleviation Policy In Yongxing Township Of Huaping County

Poverty population accounts for the proportion of a country's population can reflect the extent to which the country's social and economic development,realize common prosperity of all the people is the goal of the development of China's socialist road,including the achieve common prosperity for the poor areas and the poor.Yunnan province has the characteristics of a large number of poor people and a wide distribution.It is also an important province for the whole country to work in poverty alleviation in terms of economic and social development.Yongxing of Huaping county,as one of the poverty-stricken rural residents,has three provincial-level poverty-stricken villages,and many ethnic minorities live in Yongxing township,and the poverty level is deep within the province.As the most direct contact with target group,township government plays an important role in poverty alleviation.The research on the implementation of targeted poverty alleviation policy in Yongxing township,where the poverty level is deep,can deeply understand the current situation and existing problems of the targeted poverty alleviation policy in Yongxing township of Huaping county.It can enrich the theories related to targeted poverty alleviation policy,and provide some theoretical reference for the implementation of this policy in the poverty-stricken areas of other ethnic minorities.Accurate poverty alleviation policy implementation involves complex subject,content,form,this paper uses Smith's policy implementation model to study the implementation of targeted poverty alleviation policy,and Yongxing village of precise poverty alleviation policy implementation as the research object,discusses basic unit government in precise status,problems and countermeasures in the implementation of the policy for poverty alleviation.Article first to Smith policy implementation model is applied to poverty alleviation policy implementation feasibility demonstration,accurately from the policy itself,the executing agency,target groups,environmental factor to research the implementation of precision poverty alleviation in Yongxing township.It is concluded that the current policy of precision poverty alleviation in Yongxing township of Huaping county has many problems,such as the overlapping of policies,the multiple construction of housing,the inaccurateidentification standard of the poverty target and the lack of linkage of relevant departments.The conclusion can be drawn from the linkage mechanism between the construction departments,the perfect supervision and management system,and the enhancement of the cooperation between the village team and the villagers' committee.
