Research On Risk Management Of Clean Development Mechanism Project In China

The Clean Development Mechanism Project(CDM)is the introduction of capital and technology from companies in developed countries that are introduced by the Kyoto Protocol and are implemented jointly with developing country project owners in developing countries to help mitigate climate Change of carbon emission reduction projects.At present,China is the country with the largest number of CDM projects in the world.However,the development of CDM projects in China is not optimistic in recent years.The risk level of CDM projects in China is relatively high,and the risk of management of CDM projects is weak.In order to promote the healthy development of CDM projects and carbon trading market in China,this paper studies the risk management of CDM projects in China from three aspects:risk identification,risk assessment,risk response and early warning.First,it analyzes the current situation and existing problems of CDM project and its risk management in China,and then analyzes the development of CDM project and risk management in China.The paper analyzes the risks of CDM projects in China by analyzing the typical cases of 20 CDM projects,and analyzes the risk of a hydropower CDM project in Shaanxi Province.By using the triangular fuzzy number analytic hierarchy process(AHP),a hydropower CDM Project risk assessment.In this paper,the risk assessment of a hydropower CDM project in Shaanxi Province comes from high to low:political risk,delivery risk,financial risk,monitoring risk and exchange rate risk.On this basis,the three basic methods of risk coping and the risk warning method are used to deal with the risk of China's CDM project identified in this paper.According to the risk response plan and the risk early warning measure provided by Shaanxi Province,Hydroelectric CDM projects provide risk response and early warning ideas.
