Study On Government Collaboration Of The Integrated Development Of Guangzhou And Foshan With Guidance Of Intercity Traffic

With the development of economic integration of the Pearl River Delta,building cities inosculation between Guangzhou and Foshan has been identified with the people of the two cities.However,Guangzhou and Foshan are still the traditional administrative regions.The coordination ability of governments is insufficient,lacking of strong regional governance body,and the drawbacks of administrative management come out.With acceleration of the process of urbanization,the development of intercity traffic modes is not balanced,and economic development strategy separates from administrative boundaries.The contradiction between the factors above and practical operation of social economy is becoming bigger and bigger,starting to restrict the development of Guangzhou and Foshan,even the Pearl River Delta region.This paper describes the present situation of government collaboration of the integrated development of Guangzhou and Foshan with guidance of intercity traffic,including longitudinal collaboration situation between the central government,Guangdong province government and Guangzhou and Foshan governments,and the lateral collaboration situation between Guanghzhou and Foshan.Then,the paper analyzes the existing problems and reasons of government collaboration.Taking the urban agglomeration of the Atlantic coastal in the northeastern United States and the Yangtze River Delta of China as examples,experience and enlightenment on the government collaboration of the integrated development of urban agglomeration with guidance of intercity traffic at home and abroad are summarized.On the basis of this,the corresponding countermeasures and suggestions are put forward for the existing problems and reasons of the government collaboration.Based on the theories of government collaboration and regional governance,the paper tries to explore the countermeasures and suggestions on the government collaboration of the integrated development of Guangzhou and Foshan with guidance of intercity traffic,such as transforming administrative governance concept,perfecting the financial revenue and expenditure in the field of transportation construction,accelerating the improvement of government collaboration mechanism and perfecting the legal system and governmentsupervision system.The study is devoted to promoting the development of intercity traffic,enhancing the level of service of intercity traffic,and guiding integration development of Guangzhou and Foshan soundly and fastly.
