The Research On The Pricing Of Quasi-operating Project Product Under Ppp Mode

Due to the fact that the economic efficiency is usually not obvious and the market investors hardly have enthusiasm for investing them,so it's necessary to use PPP model to solve the gap of its capital supply.As the key factor affecting the success of PPP project,the pricing problem is related to the interests of the government,the private sector and the public.It is an important condition to promote the healthy and sustainable development of the project.Therefore,taking a systematic research on the pricing mechanism of quasi-operating project under PPP mode will help reduce the transaction cost of PPP project,shorten the financing time and improve the efficiency of project preparation.At the same time,the standardization of franchise pricing can not only enhance the confidence of the private sector,but also provide information for the government to make decisions.In order to launch a valuable research,this paper take the quasi-operating projects under PPP mode as the research object,choose the quasi-public goods theory and game theory as the theoretical support,hold the the risks and benefit equivalence as the principle.Firstly,systematically analyzing the factors which influence the price of quasi-operating PPP projects.Secondly,finding the causal feedback relationship between the various factors with the help of system dynamics.Then,analyzing the formation mechanism of product price.Next,conducting the equilibrium price of quasioperating PPP project products under the three-party game by constructing the game pricing model and solving it.Based on the abov,the case of sewage treatment plant in G city is verified by case studies,and the feasibility and scientificity of the pricing method are tested.The conclusions of this paper are as follows:(1)There are 23 factors influencing the price of quasi-operating projects under PPP mode,involving government,investors,contractors,operators,public five project participants and political,economic,social,technical four external environment;(2)Among the 23 factors that affect the price of the product,there are seven key factors: government subsidies,annual operating income,consumption or use,loss of project company,unit operating costs,annual operating costs and franchise;(3)The equilibrium price of quasioperating project products under PPP mode is a first-order function of the influencing factors such as consumption,which is affected by the initial price and is related to the value coefficient and weight of each influencing factor;(4)Case study in the G city sewage treatment theory price is lower than the "S province water price charges" in the provisions of the residents living water sewage treatment fee,the error between the two is 3.3%.Accordingly,this paper holds that the theoretical price,which is conducted by game pricing model,fit higher compared with the actual price.So,the model is reasonable and feasible.It can provide information and reference for the government to make decisions about pricing.
