| With the continuous development of urbanization and the increasing living standards of the people,the material and cultural needs of the people are also growing.However,since the public cultural services have been responsible for the supply of government finances,the effect is not satisfactory.Public cultural facilities are the platform and carrier of public cultural services.The introduction of social capital by PPP in public cultural facilities can effectively solve the problem of financial pressure and management inefficiency of government departments,and provide more quality products and services for the public.However,the PPP project of public cultural facilities has the characteristics of poor economy and high risk,and it is of great significance for the public and private sector to set reasonable risk sharing proportion.At present,the research on PPP risk sharing is more from the perspective of risk appetite,risk sharing cost and so on.This paper attempts to introduce the perspective of the cooperative mechanism to study the overall risk-sharing ratio when the private sector is actively working.The main contents of this paper are as follows: Firstly,based on the causes and characteristics of PPP project risk in public cultural facilities,the risk of PPP project in public cultural facilities is identified and classified,and the principle of risk sharing and risk sharing of PPP project in public cultural facilities are analyzed.Secondly,this paper analyzes the risk sharing and decision-making behavior of PPP project in public cultural facilities and public and private enterprises.On this basis,the model of risk sharing is constructed,and the model is analyzed and solved.The public sector is encouraged to cooperate with the private sector.The critical value for the risk-sharing ratio is β = 1-(V1-V2)/(C1-C2).Finally,taking the Tangshan City Grand Theater Project as an example,the model analysis of the project is carried out to test the validity of the model,and the countermeasures and suggestions for the risk Management of PPP projects in public cultural facilities are put forward accordingly. |
