Income Distribution Research On Reconstruction Project Of Urban Shantytowns Under PPP Model

Reconstruction project of Shantytowns,in our country,had made great achievements since it was implemented nationwide in 2007.By the end of 2015,the country has transformed all types of shantytowns housing 26 million 810 thousand units.In the past,government led,market operation "shantytowns mode,social capital plays an important role,but with the change of the domestic economic situation,especially the changes in the real estate market,leading to the current being implemented by the social capital as the main body of investment city shantytowns project is facing the problem of shortage of funds.In response to this problem,the article proposes that the government departments to invest in shantytowns and social capital side shareholding(that is PPP model)for the transformation of shanty towns.According to the practical application of the enterprise PPP both exist the problems of distribution of income,this paper applies game theory in the Shapley value of the income distribution city shantytowns renovation project under a PPP model establishment method,in order to promote the cooperation between government and enterprises,the smooth implementation of the project.First of all,through the analysis of the current situation and problems of the shantytowns,the shantytowns of social capital investment is facing the problem of shortage of funds,and put forward the application of PPP model to solve;based on analyzing the PPP model and the city shantytowns related theory and policy,the PPP mode is applied to project city shantytowns is feasible.Secondly,according to the stakeholder theory to determine the core stakeholders of PPP City shantytowns project for government departments,social capital,shantytowns and item company;through the analysis of the interests of the core stakeholders to determine the distribution of income subject to government departments and social capital;according to the analysis of the formation conditions of the PPP project cooperation alliance and the Value-added process of the Shantytowns reconstruction project,which believed that the government and social capital are able to form a cooperative alliance,and the formation of it can solve the funding shortage problems of social capital,besides,the cooperation strategy between government and company is a problem of cooperative game,which can be solved by the Game Theoretical Model.Finally,based on the distribution of income compared to the commonly used approach,that Shapley value method is applied to PPP project income distribution has the advantage;this paper constructs a profit distribution model of PPP City shantytowns project based on Shapley value method,based on the evaluation of the model,that will affect the income distribution in the proportion of investment,risk sharing the proportion,the execution of the contract,cooperation of the four correction factor into account,use the TOPSIS method to determine the comprehensive correction coefficient was modified to improve the model of Shapley value.Finally,the example of the modified model is analyzed.The results show that the application of the model can reflect the fairness and efficiency,and can promote the cooperation between the government and the enterprises.
